Prezenta documentație de atribuire conține cerințele, criteriile, regulile și informațiile necesare pentru a asigura potențialilor ofertanți o informare completă, corectă și explicită cu privire la modul de aplicare a procedurii de atribuire a acordului-cadru având ca obiect serviciile de proiectare constand in expertiza tehnica, audit energetic si certificatul de performanta energetica initial, documentatie de avizare a lucrarilor de interventie, studiu de fezabilitate, plan urbanistic de detaliu, documentatii pentru obtinerea avizelor cerute in certificatul de urbanism si documentatia tehnica pentru autorizarea lucrarilor de construire, proiect tehnic si detalii de executie, asistenta tehnica, certificat energetic de performanta la incheierea lucrarilor si punctul de vedere al proiectantului, pentru constructii existente si extinderi, constructii noi.

Orice operator economic interesat are dreptul de a solicita clarificări sau informații suplimentare în legătură cu documentația de atribuire. În măsura în care solicitările de clarificare sunt primite cu cel puțin 16 zile înainte de termenul-limită stabilit pentru depunerea ofertelor, autoritatea contractantă va răspunde în mod clar si complet tuturor acestor solicitări de clarificare în a 11-a zi înainte de termenul stabilit pentru depunerea ofertelor.

Lista de activitati ce vor fi desfasurate in perioada de derulare a acordului-cadru se regasesc descrise la nivelul caietului de sarcini si constau in servicii de proiectare constand in expertiza tehnica, audit energetic si certificatul de performanta energetica initial, documentatie de avizare a lucrarilor de interventie, studiu de fezabilitate, plan urbanistic de detaliu, documentatii pentru obtinerea avizelor cerute in certificatul de urbanism si documentatia tehnica pentru autorizarea lucrarilor de construire, proiect tehnic si detalii de executie, asistenta tehnica, certificat energetic de performanta la incheierea lucrarilor si punctul de vedere al proiectantului, pentru constructii existente si extinderi, constructii noi.

Estimarile cantitatilor minime si maxime care ar putea fi solicitate pe durata întregului acord-cadru si a celor care ar putea face obiectul unui singur contract subsecvent dintre cele care urmeaza sa fie atribuite pe durata acordului-cadru se regasesc in cadrul anexelor caietului de sarcini (motivat de împrejurarea că SEAP impune restricții în ceea ce privește numărul de caractere ce pot fi completate electronic).

Modificarea acordului-cadru/contractului de achizitie publica, in cursul perioadei sale de valabilitate, se face in conditiile prevazute la art. 221 din Legea nr. 98/2016 si al prevederilor din cadrul Instructiunilor ANAP.

Valoarea estimata a celui mai mare contract subsecvent: 11 577 408,49 RON fără TVA.
