Vinmonopolet would like to procure a new WAN system for its ICT platform. The WAN system must gather all the network connections between Vinmonopolet's locations, including all the shops, e-store, and the chain office. The system must also ensure general access to the internet and Vinmonopolet's cloud system in Azure.

Vinmonopolet currently has a MPLS based WAN. This is what is also requested in this procurement. All the shops currently have fibre as the primary line and 4G as backup, for each physical unit. This has proven to be a very stable system and is therefore something we would like to continue.
There is now a development as regards increased use of cloud technology, increased use of remote offices, new network technology such as SD-WAN, 5G, and plate sharing n 5G, WIFI 7, etc. When you look at the contract length and the technological development, it is therefore important to have the possibility to use new network technology. We would therefore like options for this. We will also consider having call-offs for some security services in the contract period. Vinmonopolet will therefore add this as possible options that can be ordered. Other possible options will be encryption of connections and internet breakout.
It is important to note that the operation of the internal network (access points, switches, LAN, and WLAN) is not included in this procurement. Vinmonopolet will see to this itself.
The aim of the contract is to give AS Vinmonopolet a stable future orientated system on competitive terms.
A detailed description of the wanted services and requirements can be found in
Annex 1 - Requirements Specification - in this enquiry. The mentioned services are not exhaustive, but the evaluation will be based on them. Further, but concurrent products and services, can be procured in the contract period.

Tax
Requirement: Tenderers are required to have their tax and VAT payments in order.
Documentation: A tax certificate (not older than 6 months from the deadline for receipt of tenders) which verifies that the requirements are fulfilled. Foreign companies must present a certificate issued by the competent authority in the tenderer's home country, certifying that the tenderer has fulfilled its obligations regarding fees in accordance with the laws of the country in which the tenderer is established.
Implementation ability
The applicants must describe the organisation, including the quality of the personnel and entities involved in these types of deliveries.
Quality and capacity are evaluated in accordance with Vinmonopolet's requirements.
By this we mean that the organisation is large enough to cover Vinmonopolet's needs and has experience with similar assignments and deliveries from previous assignments.
We believe that it is positive if applicants own the main network themselves, and will therefore give this a higher score in the evaluation.
