Title: ACORD CADRU DE FURNIZARE REACTIVI SI CONSUMABILE PENTRU LABORATOR ANALIZE MEDICALE, AFERENTI APARATURII
Description: Acord cadru de furnizare reactivi si consumabile pentru laborator aferenti echipamentelor de lucru necesari desfasurarii activitatii in cadrul laboratorului de analize medicale IRO Iasi, 48 luni, conform specificatiilor din caietul de sarcini. Cantitati minime si maxime, valori aferente acestora si alte informatii privid modul de derulare a acordului cadru sunt prevazute in CAIETUL DE SARCINI si ANEXE. Numarul de zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor este 15 zile, conform art. 160 dinLegea 98 /2016.Autoritatea contractanta va raspunde tuturor solicitarilor de clarificari/ informatii suplimentare, in a 10-a zi inainte de termenul stabilitpentru depunerea ofertelor, conform art. 161 din Legea 98 /2016. Orice solicitare de clarificări trebuie transmisă în SEAP (http://sicap-prod.e-licitatie.ro/pub). PENTRU LOTUL 1: Furnizarea de reactivi și consumabile compatibile cu echipamentele puse la dispoziție, necesare desfășurării activităților din Laboratorul de Analize Medicale (LAM) al Institutului Regional de Oncologie Iași. Furnizorul are obligația de a asigura, pe toată durata acordului-cadru, furnizarea reactivilor, consumabilelor, calibratorilor, controalelor interne și a tuturor materialelor auxiliare necesare efectuării analizelor de laborator, precum și a serviciilor aferente (transport, instalare, punere în funcțiune, instruire și mentenanță). Obiectul include realizarea unei linii complet automatizate de lucru pentru laboratorul intern IRO, conform cerințelor tehnice detaliate în Caietul de sarcini. Toate cheltuielile aferente furnizării, instalării, instruirii, întreținerii și eventualelor reparații ale acestor echipamente vor fi suportate integral de către furnizor, pe toată durata acordului-cadru. Această cerință este justificată de necesitatea asigurării funcționării continue a liniei automatizate de lucru, în condiții de compatibilitate deplină între reactivi și echipamentele aferente. Temei legal Solicitarea punerii la dispoziție, cu titlu gratuit, a echipamentelor strict necesare utilizării reactivilor este conformă cu: art. 3 alin. (1) lit. rr) și art. 155 alin. (6) din Legea nr. 98/2016, art. 20 alin. (10) din Anexa la HG nr. 395/2016, precum și cu interpretarea oferită prin Speța nr. 897 (Biblioteca de spețe ANAP, publicată la 11.05.2020), potrivit căreia această cerință constituie o specificație tehnică justificată de necesitățile obiective ale autorității contractante și nu reprezintă o restricție a concurenței. Având în vedere complexitatea soluției tehnice solicitate – respectiv realizarea unei linii complet automatizate de lucru care integrează sisteme de transport pneumatic, module de alicotare și stocare robotizată – autoritatea contractantă recomandă vizitarea laboratorului de către operatorii economici interesați, pentru a înțelege pe deplin condițiile de amplasare, fluxurile funcționale și posibilitățile de integrare a echipamentelor. Vizita se realizează în baza unei solicitari de clarificari, transmisă prin SEAP, și are exclusiv caracter informativ, fără a constitui o cerință obligatorie sau un criteriu de calificare. Toți operatorii economici vor avea la dispoziție schema spațiului din laborator pe care serviciul tehnic IRO o va pune la dispoziție pentru licitație. Operatorul economic are obligația de a depune schița cu amplasarea fluxului automatizat și a celorlalte componente (mobilier, calculatoare, scaune, dulapuri, frigidere etc) și echipamente care nu fac parte din acesta. Acordul cadru care se va incheia dupa finalizarea licitatiei va intra in vigoare incepand cu luna aprilie 2026, dupa incheierea Acordului cadru actual cu nr. 9773/05.04.2022.
