Se vor incheia trei acorduri cadru pe perioada de 4 ani, pe trei zone/loturi ale judetului Prahova conform caietului de sarcini, cate unul pentru fiecare lot, cu cate un singur ofertant. Pentru fiecare acord-cadru se vor incheia cate 1-3 contracte subsecvente anual in functie de alocarile bugetare de care dispune autoritatea contractanta.

LOT 1 lungime 346,622 km - valoarea estimata maxima a acordului cadru este 42.320.826,00 lei fara TVA

LOT 2 lungime 349,648 km - valoarea estimata maxima a acordului cadru este 57.029.455,68 lei fara TVA

LOT 3 lungime 454,680 km - valoarea maxima a acordului cadru este 58.104.514,22 lei fara TVA

Valoarea estimata a celui mai mare contract subsecvent/LOT 1 este de 10.580.206,50 lei

( fara TVA ) in functie de cantitatile maxime de servicii care ar putea fi solicitate pe durata de derulare a unui contract subsecvent.

Valoarea estimata a celui mai mare contract subsecvent/LOT 2 este de 14.283.122.73 lei

Oferta are caracter obligatoriu, din punctul de vedere al continutului, pe toata perioada de valabilitate stabilita de catre autoritatea contractanta si asumata de ofertant. Comisia de evaluare are obligatia de a stabili oferta câstigatoare, dintre ofertele admisibile, pe baza aplicarii criteriului pentru atribuirea contractului de achizitie publica. Înainte de atribuirea contractului autoritatea contractanta solicita ofertantului clasat pe primul loc dupa aplicarea criteriului de atribuire sa prezinte fara intarziere documente justificative actualizate prin care sa demonstreze indeplinirea tuturor criteriilor de calificare, in conformitate cu informatiile cuprinse în DUAE. Deoarece procedura aleasa este licitatie deschisa, organizata integral prin mijloace electronice, eventualele clarificari se vor posta NUMAI in SEAP la "Intrebari", iar raspunsurile la clarificarile solicitate vor fi transmise de Autoritatea Contractanta - Consiliul Judetean Prahova numai prin intermediul SEAP. Riscurile neaccesarii clarificarilor postate, revin operatorului economic. Pentru vizualizarea documentatiei de atribuire incarcate in SEAP operatorul economic trebuie sa detina un program necesar vizualizarii fisierelor semnate electronic (acest program este disponibil gratuit pe site-urile furnizorilor de semnatura electronica).

Riscurile transmiterii ofertei, inclusiv forta majora sau cazul fortuit, cad în sarcina operatorului economic care transmite respectiva oferta, conf. art. 125 din HG nr. 395/2016

Clasamentul ofertelor se stabileste prin ordonarea descrescatoare a punctajelor respective, oferta castigatoare fiind cea de pe primul loc, respectiv cea cu cel mai mare punctaj. În cazul în care două sau mai multe oferte sunt clasate pe primul loc, cu punctaje egale, departajarea se va face având în vedere punctajul obţinut la factorii de evaluare în ordinea descrescătoare a ponderilor acestora. În situaţia în care egalitatea se menţine, autoritatea contractantă are dreptul să solicite noi propuneri financiare, şi oferta câştigătoare va fi desemnată cea cu propunerea financiară cea mai mică.

Orice comunicare, solicitare de clarificare, raspuns la solicitare de clarificare, informare, notificare, si altele asemenea vor fi încarcate în SEAP si vor fi semnate cu semnatura electronica extinsa, bazata pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat în conditiile legii.

”Cerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent”.
