DescriptionThe Norwegian Defence Materiel Agency (NDMA) hereby invites suppliers to prequalify for the procurement of a framework agreement for the delivery of a “Small Tactical Unmanned Aerial System.” The purpose of this prequalification is to identify suppliers that meet NDMAs qualification requirements in order to compete for this framework agreement. NDMA intends to enter into a framework agreement with one (1) supplier. The estimated value of the procurement is expected to exceed the EEA threshold value, and the procurement is therefore announced on Doffin/TED on this basis. Further information about the prequalification is provided in the attached procurement documents.

Description of changesThere was an error in Section 2.8 of the invitation to prequalification document – this sections has now been updated with the correct classifications for the procurement. Following on from this update we are expanding the deadline for the submission until Friday 15 May 12:00. Section 2.8 of the invitation to Prequalification document has been updated and now reads as follows: The procurement is classified. The successful tenderer will gain access to classified information, classified objects and/or classified infrastructure at the following security level: NATO Restricted The classified information, classified objects and/or classified infrastructure are protected by the Norwegian National Security Act of 1st of June 2018 No 24 (Sikkerhetsloven) with regulations. Candidates and tenderers will have to submit to and comply with the requirements therein. This entails the following requirements: - The candidate shall be from a state/jurisdiction with whom Norwegian Authorities have sufficient defence and security cooperation. • The successful tender shall, after the award of contract, enter into a security agreement with the contracting authority. • -The successful tender shall, after the award of contract and prior to signing of the contract, obtain security clearance at the following security level: NATO Restricted - For the performance of the contract, the candidate shall be willing to, for a limited number of personnel meet and obtain the necessary security authorisations and/or clearances at the following security level: NATO Secret Candidates and tenderers shall obtain any clearances and/or permits required without undue delay at the requested stage of the procurement. The contracting authority encourages all candidates to familiarise themselves with procedures concerning the security approval and security clearance via the candidate’s national security authorities.
