Description: Una dintre prioritatile subunitatii administrativ teritoriale Sectorul 4 al Municipiului Bucuresti o reprezinta investitia in educatie, ca parte a politicilor publice derulate la nivelul acesteia. Sectorul 4 al Municipiului Bucuresti intentioneaza sa desfasoare un amplu program de investitii in educatie si procesul de invatamant, pornind de la imbunatatirea si reabilitarea infrastructurii educationale, ca parte importanta a acestui proces. In stabilirea acestei necesitati au fost luate in considerare: - Strategia Europa 2020 - Strategia Națională privind Reducerea Părăsirii Timpurii a Școlii - Strategia Națională pentru Infrastructura de Educație - Strategia Nationala pentru Educatie Tertiara - Strategia nationala privind invatarea pe tot parcursul vietii - Strategia Nationala de Competitivitate - Strategia Nationala de Cercetare, Dezvoltare, Inovare - Strategia Naţională pentru Promovarea Incluziunii Sociale și Combaterea Sărăciei, - Strategia privind incluziunea cetățenilor români aparținând minorității romilor, - Planurile de Dezvoltare Regională 2014-2020, Astfel, pornind de la dezideratul de implementare a politicilor sale publice, la nivelul subunitatii administrativ teritoriale a luat nastere necesitatea efectuarii de lucrari de extindere, consolidare, modernizare, crestere a eficientei energetice a cladirilor publice destinate procesului de invatamant de pe raza Sectorului 4 al Municipiului Bucuresti, a caror volumetrie nu este cunoscuta pe deplin la initierea prezentei proceduri de atribuire. Obiectul prezentei achizitii il reprezinta semnarea unui Acord-Cadru, care sa stabileasca termenii, conditiile precum si cadrul legal, financiar, tehnic si administrativ pentru atribuirea Contractelor subsecvente, in vederea asigurarii de catre Ofertanti, in conditii de siguranta, operativitate si eficienta financiara, a executiei lucrarilor, descrise prin caietul de sarcini. Durata contractelor subsecvente incheiate in perioada de valabilitate a acordului cadru poate depasi durata acordului cadru si se intinde pana la finalizarea completa a activitatilor ce constituie obiectul acestora, luand in calcul orice forme de prelungire, perioada de remediere a defectiunilor etc. Descrierea activitatilor este disponibila in Caietul de sarcini. Anexat Documentatiei de atribuire, in care se regasesc toate documentele necesare pentru elaborarea ofertei. Valoarea estimata a celui mai mare contract subsecvent: 143.520.849,71 lei fara TVA Numarul de zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor: 18 zile. Clarificarile solicitate dupa acest termen nu vor mai fi luate in considerare. Autoritatea contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificare /informatii suplimentare, in cea de-a 11-a zi inainte de termenul limita stabilit pentru depunerea ofertelor.

Description: Autoritatea contractanta intentioneaza sa achizitioneze lucrari de extindere, consolidare, modernizare, crestere a eficientei energetice a cladirilor publice destinate procesului de invatamant (grădinițe, școli, licee, clădiri administrative ce le deservesc) pe raza Sectorului 4 al Municipiului Bucuresti in urmatoarele categorii principale: Lucrari de arhitectura; Lucrari de demolare; Lucrari de instalatii pentru cladiri; Lucrari de rezistenta. Estimari ale cantitatilor minime si maxime care ar putea fi solicitate pe durata întregului acord cadru si a celor care ar putea face obiectul unui singur contract subsecvent dintre cele care urmeaza sa fie atribuite pe durata Acordului Cadru se regasesc in cadrul anexelor caietului de sarcini Modificarea acordului-cadru/contractului de achizitie publica, in cursul perioadei sale de valabilitate, se va putea efectua in conditiile prevazute la art. 221 din Legea nr. 98/2016 si al prevederilor din cadrul Instructiunii ANAP nr. 1/2021. Avand in vedere ca documentatia de atribuire contine un set minim de informatii specifice referitoare la estimari ale cantitatilor minime si maxime care ar putea fi solicitate pe durata intregului acord-cadru, precum si estimari ale cantitatilor minime si maxime care ar putea face obiectul unui singur contract subsecvent dintre cele care urmeaza sa fie atribuite pe durata acordului-cadru, subliniem faptul ca aceste cantitati minime si maxime pe care autoritatea contractanta le stabileste initial in documentatia de atribuire si ulterior in acordul-cadru reprezinta estimari ale unor cantitati care ar putea fi solicitate pe durata intregului acord-cadru si nu cantitatile exacte care vor fi achizitionate, acestea din urma putand fi mai mici, egale sau mai mari raportat la cele estimate, in functie de necesitatile reale ale autoritatii contractante. In acest sens avand in vedere faptul ca efectele acordului cadru vizeaza in principal stabilirea termenilor şi condiţiilor care guvernează contractele de achiziţie publică ce urmează a fi atribuite într-o anumită perioadă, în special în ceea ce priveşte preţul unitar şi, după caz, cantităţile avute în vedere, in baza art. 221 alin. (1), lit. a) din Legea nr. 98/2016, promitentul-Achizitor îşi rezerva dreptul/opțiunea de a suplimenta cantitatea estimată la nivelul documentației de atribuire cu până la maxim 50% din cantitatea maximă estimată pentru acordul-cadru, pentru fiecare categorie de lucrare (echipament necesar) în parte. Pretul articolelor care vor fi achizitionate suplimentar in baza clauzei de revizuire va fi cel din propunerea financiara ce sta la baza acordului-cadru (ajustat dupa caz conform formula de ajustare), perioada de timp in care se va putea utiliza aceasta optiune de catre promitentul Achizitor: pe toata durata de valabilitate a acordului-cadru/contractului subsecvent. Modificarea de valoare scăzută prevăzută de art. 221 alin. (1), lit. f) din Legea nr. 98/2016 se trateaza si calculeaza distinct de modificarea in baza art. 221 alin. (1), lit. a) din Legea nr. 98/2016
