Description: El presente procedimiento de licitación tiene por objeto establecer las condiciones a través de las cuales ANIMSA realizará la contratación de los servicios de asistencia técnica dirigidos a la transformación digital de la Administración Local de Navarra.

Main features of the procedure: El procedimiento de licitación será un Sistema Dinámico de Compra (en adelante SDC), un proceso entera y exclusivamente electrónico, limitado en el tiempo y abierto durante toda su duración a cualquier empresa o profesional que cumpla los criterios de solvencia establecidos en este pliego. En resumen, el sistema se divide en dos fases: • fase de admisión (“homologación”): una primera fase abierta durante los 4 años de duración del SDC, en base únicamente a criterios de solvencia (no hay precio de licitación ni oferta económica que presentar) • y, posteriormente, una segunda fase (por cada necesidad de asistencia), en donde todas las entidades incorporadas al sistema (“homologadas”) recibirán una invitación para presentar oferta. En cada Solicitud de Oferta se incluirán las especificaciones concretas, cantidades y precio máximo de licitación del contrato, y las entidades presentarán oferta en base a dicha solicitud. Resultará adjudicataria quien presente la oferta más ventajosa, según los criterios establecidos.
