Justification for the duration of the framework agreement: Le maintien d'un même cadre contractuel sur une période de six ans se justifie par la nature même de l'opération. Il permet de garantir la cohérence technique, environnementale et hydraulique du projet et d'assurer, au fur et à mesure de leur définition, l'émission des commandes relevant d'un même périmètre fonctionnel, sans porter atteinte à l'unité de conception et de réalisation de l'opération. En outre, un changement de maîtrise d’œuvre en cours d’opération serait de nature à générer des surcoûts, liés aux reprises d’études et aux phases de réappropriation du projet, ainsi qu’à compromettre la continuité et la cohérence technique de l’opération.
