Justification for the duration of the framework agreement: Eine vier Jahre überschreitende Laufzeit ist gemäß § 154 Abs 5 BVergG 2018 sachlich gerechtfertigt, da die Sicherstellung der Dienstleistungskontinuität bis zum in den Ausschreibungsunterlagen definierten und branchenüblichen Saisonende ist nur durch eine Überschreitung der 48-monatigen Laufzeitgrenze möglich. Wird dies nicht umgesetzt, resultiert daraus ein erhöhter bürokratischer Aufwand im Rahmen einer zwischenzeitlichen Neuausschreibung sowie zusätzlicher Aufwand für die Umstellung von Bestellung und Abwicklung während der verbleibenden zwei Monate bis zum tatsächlichen Ende der Saison.
