Justification for the accelerated procedureEste procedimento impõe desde o levantamento das necessidades, autorizações de despesa e compromissos plurianuais, a uma tramitação com vários níveis decisórios, que se tornam morosos. Podem, ainda, ocorrer pedidos de esclarecimento aquando da apresentação de proposta que impliquem o alargamento do respetivo prazo de resposta. Adicionalmente, alguns contratos estão ainda sujeitos a Fiscalização Prévia do Tribunal de Contas, o que pode condicionar o início da prestação de serviços, pelo que nos termos nº 3 do artigo 136º do CCP na sua redação atual, que o prazo para apresentação de propostas é reduzido para 15 (quinze) dias.
