TitleThin section lapping and polishing equipment and thin section/sample saw (call for tenders no. 2)
DescriptionA bid is requested for one (1) thin section lapping and polishing equipment and/or for one (1) thin section/sample saw. Thin section lapping and polishing equipment: The thin section lapping and polishing equipment must be capable of producing polished thin sections, thin sections with surface glass, polished sections, and glued sections made from crushed material. GTK usually uses hot plate and oven impregnating with Araldite and Petropoxy adhesives for the production of thin sections. GTK uses a mineral and polarization microscope and a micrometer to inspect the quality and thickness of the grains. GTK produces thin sections from soft rock (shale) to very hard rock types (granite), as well as glued sections from crushed stone. As a general rule, the rock types in Finland are hard. GTK has an external Pfeiffer HiScroll 46 vacuum pump for the use of thin section lapping and polishing equipment so the vacuum pump is not within the scope of this invitation to tender. The most produced sections at GTK are as follows: Polished thin section and section with surface glass, size 48 mm x 28 mm, other sizes are also possible Polished section, size varies, normally sample is round, and the size is 25 mm x 30 mm. Glued gravel section, size varies, normally sample is round, and the size is 25 mm x 30 mm. The thickness of the polished thin section must normally be 0.03 mm, uniform in thickness, and the minerals must have the correct optical color for identification. The surface of the polished thin section must be scratch-free. and/or Thin section/sample saw: Thin section/sample saw is used for sawing bulk rock samples for thin section production. The size of rock samples varies from few cm up to 20 cm in thickness. The saw must be capable of cutting samples with a diameter of at least 10 cm and thin sections sized up to 50 mm x 75 mm. GTK has an external Pfeiffer HiScroll 46 vacuum pump for the use of thin section/sample saw so the vacuum pump is not within the scope of this invitation to tender. Delivery terms & warranty for both devices: Delivery term: DDP Geological Survey of Finland, Thin section laboratory, Kuopio, Finland. Incoterms 2020. Delivery at the latest by October 30, 2026. At least a two-year warranty from the acceptance of the equipment.

Main features of the procedureThe procurement procedure used is an open procedure. This is a procurement exceeding the EU threshold value. The procurement is subject to the Act on Public Procurement and Concession Contracts (1397/2016) and the regulations and decrees issued under it (614/2007). National regulations are consistent with EU-level legislation. No compensation will be paid to tenderers for submitting a tender, participating in the procedure, or for any related actions. The tender documents are available in English. If the tenderer wishes to receive the documents in another language, the translation and any related costs are the responsibility of the tenderer. All the tender documents submitted have to be in English, if the tender documents are submitted in any other language the tender will be rejected. In an open procedure, the contracting authority publishes a contract notice and makes the invitation to tender available, based on which all interested suppliers may submit a tender.

DescriptionThin section lapping and polishing equipment: GTK will organize a quality testing for the tenderers in the following way: The tenderer must produce finished polished thin sections from the 6 rock samples which GTK has provided for acceptance/rejection test (one of each sample) and return them at their own expense to GTK for quality inspection within 15 working days. The thin sections must be produced with the equipment which is offered. GTK will use an expert panel of 3 of its experienced specialists for a blind assessment of the tenderer’s test samples compared to GTK’s quality requirements as specified in the ITT. All panel members will check minimum requirements for thin sections. Scoring: ≥ 2 thin sections are not meeting the tender will be rejected. If ≥ 5 thin sections have passed the mandatory eligibility criteria, quality points are given as follows: Thickness = 0-5 points Uniformity = 0-5 points Gloss = 0-5 points Quality for mineralogical studies = 0-5 points. All points from each expert will be added up and then divided by the number of experts (3). The maximum for each tenderer is 20 points. GTK reserves the right to visit the tenderer’s site to supervise production of the thin sections or watch the production of the test samples via live video, for example, through Teams. II. Equipment maintenance calls response time and maintenance, scoring (5 points): Response time and maintenance ≤ 5 working days = (3 points), Response time and maintenance between 6-10 working days = 2 points Response time and maintenance between 11-14 working days = 1 point remote maintenance via the internet (1 points) software updates for the equipment via the internet (1 points). [CHOOSE POINTS] III. Work safety and ergonomics scoring incl. user-friendly control panel (5 points): Equipment has casing above the lapping and polishing instruments = 3 points Equipment has a cover that is open from above = 2 points Equipment has no casing or cover = 0 points. [UPLOAD DOCUMENT EVIDENCING THE COVER DIAMETERS] Equipment has user-friendly/easy to use colored control panel which size is >6 inches = 2 points Equipment has user-friendly/easy to use colored control panel which size is 4-6 inches = 1 point Equipment doesn’t have control panel or it’s black and white and size is <4 inches = 0 points.
