Description: Autoritatea contractantă intenţionează să încheie un acord-cadru pentru o perioadă de 24 luni (2 ani), cu un singur operator economic, fără reluarea competiției, constând în achiziția de Sisteme LPR mobil, ce se vor instala pe autospecialele PFR pentru identificarea, recunoaşterea, preluarea și interogarea în bazele de date, atât pe timp de zi, cât şi pe timp de noapte, în mod automat, a numerelor de înmatriculare pentru vehiculele aflate în zona de competență a PFR, în conformitate cu specificațiile tehnice anexate la caietul de sarcini; Valoarea estimata a celui mai mic contract subsecvent: • 912.961,07 lei fără TVA Valoarea estimată a celui mai mare contract subsecvent: • 5.819.103,51 lei fără TVA Autoritatea contractantă a ales să încheie un acord cadru de furnizare de produse, cu o perioadă de valabilitate de 24 de luni. Termenul de livrare a produselor care fac obiectul fiecărui contract subsecvent este de 3 luni de la semnarea acestuia. Autoritatea contractantă va răspunde în mod clar și complet tuturor solicitărilor de clarificare/informațiilor suplimentare, o singura data, in a 11-a zi înainte de termenul limită de depunere a ofertelor, în măsura în care aceste solicitări au fost transmise în termenul menționat la SECTIUNEA I, respectiv 19 zile înainte de termenul limită de depunere a ofertelor, astfel: – Numar zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor: 19; – Termen de raspuns al autoritatii la solicitarile de clarificare/informatii suplimentare – a 11 a zi; Pentru respectarea principiului tratamentului egal, operatorii economici interesati vor respecta prevederile notificarii ANAP nr. 247 cu privire la modalitatea de transmitere a solicitărilor de clarificări și a informațiilor suplimentare la documentațiile de atribuire / răspunsurile formulate în cazul desfășurării procedurilor de atribuire a contractelor de achiziție publică prin intermediul mijloacelor electronice (on-line), in sensul ca documentele atasate la sectiunea "Intrebari" NU VOR CONTINE DATELE DE IDENTIFICAREA ALE ACESTORA, intrucat acestea vor deveni publice in momentul transmiterii raspunsului de catre autoritatea contractanta!

Description: G (garanţie) – reprezintă punctajul aferent perioadei de garanţie acordate de ofertant pentru pentru storage, în luni, şi se calculează astfel: a) pentru garanţia tehnică ofertată de 36 luni nu se acordă puncte; b) pentru garanţia tehnică ofertată de 48 luni se acordă 10 puncte; c) pentru garanţia tehnică ofertată de 60 luni se acordă 20 puncte; Stabilirea ofertei câştigătoare se va face după următorul algoritm de calcul: Punctajul total acordat pentru fiecare ofertă se calculează pe baza formulei: P(total) = P(preţ)(n) + G(garanţie) (n) Punctajul se stabileşte cu maxim 2 zecimale. Dacă a treia zecimală este egală sau peste 5, rotunjirea se face în sens pozitiv, iar dacă a treia zecimală este sub 5 atunci rotunjirea se face în sens negativ. În cazul în care, în urma calculării punctajului total, doi sau mai mulți ofertanți se află la egalitate pe primul loc cu punctaje egale, departajarea se va face având în vedere punctajul obținut la factorii de evaluare în ordinea descrescătoare a ponderii acestora. În cazul în care egalitatea se menține, autoritatea contractantă va solicita reofertarea off-line, prin transmiterea unor propuneri financiare îmbunătățite, în plic închis și sigilat la sediul autorității contractante
