Justification for the duration of the framework agreement: Eine vier Jahre überschreitende Laufzeit ist gemäß § 154 Abs 5 BVergG 2018 sachlich gerechtfertigt, da durch den Auftragnehmer zur Ausführung der auf der Rahmenvereinbarung basierenden Aufträge Investitionen vorzunehmen sind, deren Kosten sich erst bei einer längeren Laufzeit amortisieren. Diese Investitionen bestehen insbesondere aus Anschaffungskosten für spezifische Fahrzeuge/Maschinen/Werkzeuge, die nicht ohne weiteres für andere Aufträge weiter genutzt werden.
