In der ersten Stufe sollen im Sinne des § 8 Bundesnaturschutzgesetz (BNatSchG) die Ziele des Naturschutzes und der Landschaftspflege als Grundlage versorgenden Handelns und damit als Naturschutzfachplan für die Naturschutzbehörden erarbeitet werden.
