Description: Contratación de una solución integral de Project Management (PM) que contenga internamente módulos nativos de Customer Relationship Management (CRM), Business Intelligence (BI) y sistema de Ticketing (TS). El sistema actuará como el "motor de orquestación" principal para gestionar la demanda tecnológica, planificar, ejecutar y monitorizar los servicios de Inteligencia Artificial. La plataforma debe soportar el ciclo de vida completo del modelo Service Delivery de la AI Factory (desde la captación hasta el cierre y evaluación), asegurando la trazabilidad de los artefactos documentales clave, poniendo especial foco en la creación, gestión y seguimiento del One-Page Diagnosis (OPD) y la Service Proposal como núcleos documentales del proceso, en el marco de la estrategia de inteligencia artificial 2024 y el Plan de Recuperación, Transformación y Resiliencia - Financiado por la Unión Europea – NextGenerationEU».

Justification for the accelerated procedure: La adjudicación urgente de este contrato es crítica para la BSC AI Factory, ya que el sistema de gestión integral (PM, CRM, TS y BI) es el motor indispensable para su funcionamiento. Sin esta infraestructura, el centro no puede garantizar la trazabilidad de los proyectos de IA ni gestionar los documentos clave exigidos por la Secretaría de Estado. El proyecto, financiado por fondos NextGenerationEU, debe cumplir con el mandato de desplegar un ecosistema de tecnologías del lenguaje bajo la metodología Dual-Track. Existe un hito temporal improrrogable: el contrato debe estar adjudicado antes del 30 de junio de 2026. Dada la complejidad del contrato (SARA), una tramitación ordinaria superaría los plazos permitidos, provocando un cuello de botella operativo. El retraso no solo paralizaría la atención a empresas y startups, sino que pondría en grave riesgo la financiación europea, al ser imposible justificar los indicadores y la elegibilidad del gasto ante la Comisión Europea.
