Title: Raamovereenkomst voor externe begeleiding van organisaties in functie van de opschaling van fotovoltaïsche installaties en de aanpak van netcongestie in Antwerpen
Description: Stad Antwerpen heeft het project Zon op Grote Daken’ (ZOGD) opgezet, met als doel een grote progressie te maken in het behalen van de doelstellingen rond zonne-energie. Stad Antwerpen heeft immers in zijn Klimaatplan 2030 de ambitie opgenomen om bijkomende fotovoltaïsche installaties op het hele grondgebied te realiseren. Momenteel is er nog veel zonnepotentieel op grote daken onbenut. Er werd een onderzoek uitgevoerd om in kaart te brengen welke belemmeringen de realisatie van dit potentieel in de weg staan. Op basis van dit onderzoek werd de 'zonnemakelaar' als instrument voorgesteld om deze belemmeringen te overwinnen. De zonnemakelaar heeft als doel eigenaars van grote daken te activeren, te ondersteunen en te ontzorgen bij de realisatie van het zonnepotentieel op hun daken. Bovenop deze bestaande complexiteit komt nu ook het bijkomende snelgroeiende probleem van netcongestie in beeld. Vandaar de keuze om de invulling van de zonnemakelaar uit te breiden naar een bredere systeemaanpak. Het hoofddoel blijft het maximaliseren van PV-installaties op grote daken in Antwerpen, maar tegelijkertijd neemt de zonnemakelaar een actieve rol op bij het aanpakken van netcongestie en andere relevante systeembelemmeringen en randvoorwaarden die de groei van hernieuwbare energie en de elektrificatie van organisaties kunnen beperken.
