Justification for the duration of the framework agreement: De realtime dubbelzijdige digitale informatiezuilen zijn fysiek straatmeubilair met geïntegreerde hardwarecomponenten (robuuste behuizing, high-brightness displays, voedingen, koeling/klimaatregeling, sensoren en connectiviteitshardware) die ontworpen zijn voor 24/7-buitengebruik. Dergelijke hardware kent in de praktijk een economische en technische levensduur van acht tot twaalf jaar, afhankelijk van gebruiksintensiteit, omgevingscondities en vandalismelast. De initiële leverings- en installatiefase omvat tevens civieltechnische ingrepen, verankering, netaansluitingen, vergunningen/afstemming in de openbare ruimte en inbedrijfstellingen met acceptatie. Deze investeringen lenen zich niet tot een vervanging of retendering na vier jaar zonder aanzienlijke inefficiëntie en restwaardeverlies. Een looptijd van zes jaar met beperkte verlengingsopties voor de leveringsfase is noodzakelijk om: • de afschrijving van de kapitaalintensieve hardware en installatiekosten over een realistische periode te spreiden; • functionele continuïteit te garanderen voor eindgebruikers en concessie-/exploitatiepartners die afhankelijk zijn van de realtime-informatievoorziening; • onnodige, frequente heraanbestedingen met corresponderende transactiekosten, implementatierisico’s en verstoringen in de publieke ruimte te vermijden. Voor de beheer- en onderhoudsfase is een langere mogelijke totale periode (maximaal twaalf jaar) gerechtvaardigd omdat de onderhoudscyclus de volledige hardwarelevensduur dient te dekken, inclusief voorspelbaar preventief onderhoud, vervanging van slijtagedelen (bijv. voedingen, ventilatoren, modules) en correctief herstel bij storingen of vandalisme. Het is uit technisch en economisch oogpunt inefficiënt om het onderhoud reeds na vier jaar te heraanbesteden terwijl de zuilen ontworpen en geleverd zijn voor een substantiële resterende levensduur. De gekozen structuur met jaarlijkse verlengingsopties na het zesde jaar maakt een periodieke proportionaliteits- en performantiebeoordeling mogelijk en waarborgt dat de aanbestedende overheid enkel verlengt wanneer dat objectief aangewezen is.
