Justification for the duration of the framework agreement: De raamovereenkomst overschrijdt de principiële maximale looptijd van 48 maanden. De langere looptijd dan 4 jaar is gerechtvaardigd om de volgende redenen: • De continuïteit van de dienstverlening; • De aard van het contract rechtvaardigt een periode van 6 jaar en beschermt het personeel tegen te frequente overdrachten van medische dossiers • Met een periode van 6 jaar kan de nieuwe succesvolle dienstverlener zijn kosten/investeringen over een langere periode afschrijven • Een lange looptijd maakt het contract aantrekkelijker voor potentiële nieuwe inschrijvers, wat het concurrentiebeginsel bevordert; • In het geval van dergelijke contracten is het effect van de campagne die door de aanbestedende overheid of de gekozen inschrijver moet worden uitgevoerd om de abonnees en het personeel te informeren, van groot belang • Elke verzekeringnemer-werkgever moet voldoende tijd krijgen om zijn personeel op de hoogte te brengen van de voorwaarden van het nieuwe contract, met betrekking tot de aansluitingsvoorwaarden, de inschrijvingsvoorwaarden en de garanties.
