Description: The Norwegian Defence Estates Agency administers, operates and develops properties, buildings and sites for the Norwegian Defence. This also includes rock installations, tunnels, rock rooms, rock cuttings and landslides. The objective of the framework agreement is to ensure The Norwegian Defence Estates Agency access to qualified and experienced tenderers for implementing rock protection measures and clearing rock. The framework agreement includes planned and acute measures within rock protection, including manual and mechanical clearing, securing work in steep terrain, assembly of bolts, the network and other safety measures, as well as the accompanying work. The contract shall facilitate good interaction, compliance with the current laws and regulations, as well as safeguarding health, safety and the environment requirements. The framework agreement will be nationwide. The framework agreement will be valid for 3 (three) years, with an option for an extension for a further 2 (two) times for 2(2) + 2 (three) years. Description of selection criterion: The tenderer shall be a legally registered company. Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.
Criterion: Financial ratio
Description of selection criterion: The tenderer shall have the tax and duty payments in order. (only for Norwegian tenderers) 'Tax and VAT certificate' (RF-1507). The certificate can be ordered via www.altinn.no. The certificate shall not be older than 6 months from the tender deadline.

Description of selection criterion: Tenderers shall have solid finances which means that the tenderer has the capacity to handle a framework agreement of this size. Credit rating of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. The credit rating shall include an assessment of the tenderer's payment history/reliability. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. If the accounts' key figures are not in the credit rating, applicants shall also submit accounting figures from the last available annual accounts showing the tenderer's turnover.
Criterion: Technicians or technical bodies for quality control
Description of selection criterion: Tenderers shall have good experience from assignments that have a comparable value to this contract. An overview of work carried out in the last five years, together with testimonials of satisfactory execution of the most important works. The certificates should state the value, time and place the work was carried out and indicate whether the works were professionally and properly completed.
Criterion: Technicians or technical bodies for quality control
Description of selection criterion: Tenderers are required to have the necessary means and knowledge to fulfil the security of delivery. A statement of tools, materials, technical equipment, expertise and sources of supply that the tenderer can use for fulfilment of the contract. Tenderers shall state their geographical location, if the location is outside the EEA area. An account shall also be given of how the tenderer can cover any additional needs as a result of a crisis.
Criterion: Technicians or technical bodies for quality control
Description of selection criterion: Tenderers shall have the necessary capacity/personnel to hold call-offs against the framework agreement. Tenderers shall be able to document that they are qualified in accordance with the provisions given in or pursuant to the Planning and Building Act, to carry out measures within the following disciplines: Function: Engineering designer • Enterprise classification: 2 • Type of measure: "Structural safety" Documentation of this can be referral to central certification, reference assignment or confirmation that the tenderer will bear responsibility for measures in accordance with. The Planning and Building Act.
Criterion: Technicians or technical bodies for quality control
Description of selection criterion: The tenderer's site manager and project manager are required to have experience from assignments that have a transferable value to this contract. (Site manager means a person who has the daily responsibility at the construction site.) CV from the site manager and project manager. List of reference projects that provide a description of the projects and what functions these persons had, so that the Norwegian Defence Estates Agency can assess the projects' transferable value to this contract.
Criterion: Certificates by independent bodies about quality assurance standards
Description of selection criterion: Tenderers shall have a functioning quality management system equivalent to ISO 9001:2015 or equivalent adapted to the tenderer ́s activities and relevant for the services offered in this framework agreement. The quality management system shall ensure systematic quality in the delivery, including routines for: • Planning and Implementation of Assignments • follow-up and quality control. • handling deviations and improvement measures. A commitment statement from supporting companies cannot be enclosed in order to fulfil this requirement. The requirement shall be documented by one of the following alternatives: 1. Valid certificate for ISO 9001:2015 issued by an accredited certification body. Or 2. If the certificate is not available, documentation of equivalent quality assurance measures, including: o Description of the tenderer's quality management system. o Overview of central procedures/routines documenting that the system is equivalent to ISO 9001. The contracting authority reserves the right to require further documentation in order to verify that the requirements are met.
Criterion: Security of information
Description of selection criterion: A security contract must be signed with the tenderer before he can access the tender documentation. Personnel that the tenderer shall use to read the tender documentation/tender offers must be certified and any security cleared in accordance with the Security Act. The deadline for entering into a security agreement, as well as authorisation of supplier personnel, will be set at 1 month after the tenderer is informed that he is otherwise qualified. Please note that it is the tenderer's risk that the security contract, as well as authorisation and any security clearance cannot be achieved within the deadline, unless the delay is due to conditions that the Norwegian Defence Estates Agency provides. The requirement shall not be documented in the application itself. Tenderers shall only fill in "annex 1: Self-declaration security requirement" in order to submit a valid application and any annex "5 Self-declaration security requirements – Sub-suppliers" if UE shall be used. The tenderers who submit an application will be contacted by the Norwegian Defence Estates Agency and informed about the processes connected to entering into a security agreement, as well as authorisation and any security clearance.
