Justification for the duration of the framework agreement: Il s'agit d'un appel d'offres ouvert. L'accord-cadre est conclu pour une durée de 40 mois à compter de sa notification, renouvelable 4 fois pour une durée de 1 an, soit une durée totale de 88 mois. La durée du contrat supérieure à 4 ans est justifiable au vue de la complexité du projet (campagne de déploiement, interface complexe, phase d'appropriation et d'optimisation des processus nécessitant un temps significatif afin d'atteindre un fonctionnement stabilisé entre les opérateurs (logiciel, voyagiste). La durée de l'accord-cadre est directement corrélée à celle du marché relatif à l'outil de gestion des déplacements, sélectionné à l'issue d'une consultation distincte. L'alignement des calendriers contractuels est indispensable afin de : garantir la cohérence technique et fonctionnelle du projet global, sécuriser les investissements réalisés lors du déploiement (paramétrage, interfaces, conduite du changement), assurer la continuité et la qualité du service rendu aux utilisateurs.
