Justification for the accelerated procedure: Utemeljitev: Naročnik skrajšuje rok za oddajo ponudb v postopku javnega naročila zadobavo in vgradnjo toplotne črpalke na lokaciji Zdravstvenega doma Izola. Obstoječatoplotna črpalka je močno dotrajana in zaradi pogostih okvar ne zagotavlja večzanesljivega delovanja. Zdravstveni dom kot javni zavod ne sme tvegati prekinitveogrevanja oziroma hlajenja prostorov, saj bi to lahko neposredno vplivalo na nemotenoizvajanje zdravstvene dejavnosti ter ogrozilo varnost pacientov in zaposlenih. Zaradinujnosti zagotovitve stabilnega delovanja sistema ogrevanja in hlajenja ter preprečitvemorebitnih izpadov, ki bi lahko povzročili resno škodo, naročnik utemeljeno skrajšuje rok zaoddajo ponudb. Namen skrajšanja roka je omogočiti čimprejšnjo izvedbo naročila inzagotoviti neprekinjeno delovanje ključne infrastrukture javnega zavoda.
