Based on DG BUDG’s assessment, the authorising officer decided: Not to award lots 1 and 2 as no requests to participate have been received. To cancel Lot 3 as no admissible requests to participate have been received (only one not having access to EU market candidate). For this lot, a negotiated procedure without prior publication of a contract notice following article 11.1. a) of Annex I to the FR is therefore possible
