Justification for the duration of the framework agreement: La durée du marché, supérieure à quatre ans, se justifie par le fait que la mise en oeuvre d’un logiciel informatique implique des investissements importants, tant sur le plan financier (paramétrage, déploiement, formation des utilisateurs) que sur le plan organisationnel (adaptation des process internes, conduite du changement). Une durée suffisamment longue est dès lors nécessaire afin de permettre l’amortissement de ces coûts initiaux et de garantir un retour sur investissement optimal pour le pouvoir adjudicateur. Par ailleurs, le recours à un prestataire unique sur une période étendue permet d’assurer la cohérence technique du système, la continuité du service ainsi que la sécurité des données. Il favorise également une meilleure maîtrise des évolutions fonctionnelles du logiciel et limite les risques liés à un changement fréquent de prestataire, notamment en matière de migration des données et d’interopérabilité.
