Oferta Wykonawcy musi obejmować pełen zakres zamówienia tj. 100% asortymentu określonego w formularzu asortymentowo-cenowym dla danego zadania. Złożenie oferty nieobejmującej wszystkich pozycji w danym zadaniu, będzie skutkowało jej odrzuceniem jako niezgodnej z warunkami zamówienia. 2. Justification for the accelerated procedure: W świetle powyższych przepisów Zamawiający zdecydował się zastosować art. 138 ust. 2 pkt 1 .w przeprowadzeniu przedmiotowego postępowania i skrócił termin składania ofert do 15 dni. Zamawiający w przedmiotowym postępowaniu ujął lek izotopowy Lutatherę, który jest niezbędny w leczeniu pacjentów. Mamy pacjentów z rozpoczętym już protokołem terapii. Poza tym obecnie mamy pacjenta w trakcie badań obrazowych, który również jest kwalifikowany do terapii, z dotychczasowych badań wynika, że najprawdopodobniej będzie leczony. Dodam, że lek jest izotopem i nie można zrobić z niego żadnego wcześniejszego zamówienia z uwagi na krótki okres ważności. Zamawiający znalazł się w sytuacji, w której konieczny jest zakup ww. leku w celu zapewnienia ciągłości realizacji programu lekowego B.139 w leczeniu pacjentów.
