Description1. Bechtel Polska seeks qualified experienced subcontractors for major civil earthwork specific to the major excavations required for power plant structures. This work involves shoring of excavation (SOE) for power plant power block structure foundations, advanced to significant depth exceeding 30m in complex ground conditions that include water bearing sand and artesian groundwater pressure. Other main power-plant structure excavations include shoring walls to be used as portals for seaward tunnels supplying/discharging cooling water for the power plant, and deep seepage cut-off walls in excess of 40m. The SOE work is to be performed at the project location for the Poland Nuclear Power Plant. Associated soil improvement (SI) required as part of the SOE system, tunnel boring machine launch and other soil improvement necessary to support loads adjacent to the excavation is also included. The work will be design-build requiring engineering design of shoring walls and soil improvement to required codes and standards, and upon approval of design, construction of the shoring system for several main power-plant structures. The scope of work includes, but is not limited to: • Design of shoring walls. Design will be in accordance with the codes and standards identified in the tender package. • Preparation of detailed construction drawings for the shoring system/soil improvement submitted for: o Approval by Bechtel Polska o Permit application/acquisition o Coordination with Owner and Permit/Regulator Authority • Preparation of submittals for approval of proposed materials, and of construction means and methods o Submittal of execution plan and schedule meeting the overall project schedule • Preparation of shop drawings as required for approvals and material fabrication/procurement • Procurement of required materials for construction of the shoring system/soil improvement • Construction of the shoring system/soil improvement in the field in accordance with: o Bechtel Polska’s requirements for subcontractors performing work on the project site, including the project safety plan and requirements regarding work hours o Subcontractor’s approved safety plan o Subcontractor’s approved quality plan o Coordination with and direction from Bechtel Polska in the field o Coordination with other subcontractors performing related work on excavation, backfilling, dewatering, and tunneling • Construction work for the SOE will require survey-layout of the work, and the other requirements as established by the work scope in the tender package, e.g. conformance with the site plan for construction stormwater/erosion-sediment control • Instrumentation and Monitoring- Shoring walls will include instrumentation for monitoring of movements during excavation. The tender package will include details on requirements for such instrumentation, e.g. inclinometers, vibrating wire piezometers to be installed in the shoring wall Design-build of the shoring/soil improvement works includes providing all required tools, equipment, labor, supervision, technical and professional services, materials, consumables, and supplies required to complete required excavation shoring/soil improvement. The detailed scope of work will be outlined in the tender package documents, including technical specifications, geotechnical data for use in design, and other contractual materials provided to the Company. Details such as environmental controls/requirements/restrictions, site access, laydown space, construction water/power, job trailer accommodation will be addressed in the tender package. Interested parties shall have documented, proven experience in successful design-build SOE/SI work on large projects in difficult ground conditions. Subcontractors that will be considered must demonstrate ability to provide equipment and crews of sufficient type and number; and proven experience with all required quality, safety and execution documentation related to completion of the work. Interested companies must register/update their Company's information in Bechtel's iSupplier portal at https://supplier.becpsn.com link and select Commodity Code CE00 as their specific area of interest. Bechtel shall provide the interested party the Poland Prequalification Questionnaire where interested party would complete with response to Bechtel for review. Bechtel notes that previous proven work of similar scale and complexity (which includes completion of comparable design-build of SOE/SI in complex ground conditions) will be mandatory. Pre-qualification will include evaluation of bidders’ comparable experience on previous similar projects. The prequalification questionnaire includes a list of questions required to be considered as prequalified, and examples to include demonstration of (i) experience in furnishing SOE/SI design-build scope in the past or current projects which is equivalent or equal to the complexity of the Poland AP 1000 project, (ii) availability of new or like new rig equipment in performance of scope, (iii) acceptable safety record and compliance to quality requirements including current ISO 9001 certification, (v) compliance to certification of legally mandatory requirements, (vi) financial standing (solvency), and (vii) organizational capabilities.

Description1. Upon Bechtel’s evaluation of your response to the Poland Prequalification Questionnaire, Bechtel will notify if your Company meets, conditionally meets, or does not meet the prequalification requirements that closely match the requirements. A Company's submission of Prequalification Questionnaire does not automatically qualify your Company to be prequalified. Bechtel reserves the right to exclude any of the following from this Competitive Bidding process: a. any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or b. economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU. Such decision of Bechtel shall not be subject to complaint. 2. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA). 3. Companies meeting the prequalification criteria and who have executed the NDA will be invited to submit proposals for SOE/SI design-build services. 4. The Request for Quotation (RFQ) shall include the award criteria, scope of work, specifications, drawings, datasheets, terms and condition, and schedule data. The RFQ shall be issued via Bechtel’s Digital Supply Chain System automation tool. 5. The RFQ document will include the SOE/SI design-build scope, requiring mobilization of adequate construction equipment (type and sufficient number), crews and required staff for production sufficient to maintain the project schedule and milestones, and demobilization upon successful completion of the work. The technical services may include, but are not limited to, design and construction of shoring walls including required tieback anchors, of several, varying wall types, e.g.: • Reinforced concrete diaphragm wall-shoring and seepage cut-off walls to depth exceeding 40m, quantity near 150,000 sq m • Deep Soil Mixing (DSM) and/or Cutter Soil Mixing (CSM)- shoring and seepage cut-off walls to depth exceeding 40m, quantity near 25,000 sq m • DSM and/or CSM shoring walls with soldier piles, quantity near 100,000 sq m • Extensive use of jet grouting and/or DSM for use as gravity shoring, hydraulic plug for seepage control and bracing for the shoring system, quantity near 600,000 cu m. • Ground improvement for support of heavy lift cranes- extensive use of DSM ground improvement is planned to depths of 15m, quantity near 100,000 cu m • The project environmental impact assessment contains requirements that limit dewatering outside of/exterior to the shoring walls, therefore tieback anchors must be installed under significant water head. 6. Proposal may be provided in EURO, PLN, USD. Furthermore, the proposals will be requested as firm fixed unit rates (not subject to any price adjustment) with agreement to unit rates for change management. 7. Award criteria shall be based on a combination of the highest evaluated scored bidder with consideration of the following key criteria in order of relevance, together with cost which will determine the final decision for award which will be detailed further in the Bid Document(s) and during the RFQ phase. The bidder shall show self-performance capability and capacity for each of the key criteria relevant to the scope of work for this package. 8. Minimum 5 Years Previous Proven Relevant Experience a. The procedure for the Company to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document. 10. The Customer shall be responsible for monitoring the Contractor’s compliance with the competitive procedure. Thus, the Contractor shall transmit any complaint received to the Customer. The Customer reserves the right to audit of the Contractor’s selection of subcontractors under the competitive procedure, in line with the requirements of the Prime Contract.
