Justification for the duration of the framework agreement: Aus der Sicht der Auftraggeber ist eine Laufzeit der Rahmenvereinbarung von 4 Jahren gem. § 154 Abs. 5 BVergG 2018 zu kurz. Leistungsgegenstand ist die Lieferung von Fahrrädern und Elektrofahrrädern im Kauf als auch im Leasing. In den nächsten 60 Monaten keine besonderen technischen Entwicklungen bzw. Neuerungen zu erwarten. Des Weiteren steigt das Interesse an Job-Bikes für den Bund. Die Leasingverträge haben eine Laufzeit von 48 Monate. Um weitere Wiederkaufswellen abdecken zu können, wird die Rahmenvereinbarung länger als die gesetzliche Standardlaufzeit, auf 5 Jahre festgelegt.
