Title: Framework agreement, operation and maintenance of street lights.
Description: The contracting authority would like to enter into a framework agreement with one tenderer who, in an environmentally and cost efficient manner, cover their need for operation and maintenance of road lights. The contract will include all relevant assignments and material for the operation and maintenance of the road light installations. The framework agreement shall apply to the road lights that the municipalities in the Østre Agder cooperation are responsible for running. A tender shall be submitted that covers the entire extent of all the municipalities. A contract will be signed separately for each municipality. It is important for the municipalities to have an overview of the street lights, and therefore the tenderer ́s system is required to upload the information on street lights to NVDB.

Criterion: Environmental management measures
Description of selection criterion: Environmental management system Tenderers shall have a satisfactory environmental management system. Quality assurance system Tenderers shall have good routines for quality management.
Criterion: Other economic or financial requirements
Description of selection criterion: Tenderers shall have a minimum turnover of NOK 10 million per annum in the last 3 years. Tenderers shall have sufficient economic and financial capacity to fulfil the contract. The required capacity will be assessed on the contract ́s value, services, risk and duration.
Criterion: References on specified works
Description of selection criterion: Experience. Tenderers shall have good experience with the execution of comparable assignments, including installation, operation, repairs and service of equivalent systems as those included in this delivery. Capacity and competence. Tenderers must have sufficient capacity and implementation ability to fulfil the contract.
Criterion: Enrolment in a relevant professional register
Description of selection criterion: Tenderers shall be registered in a company register, professional register or a commerce register in the country where the tenderer is established. Tenderers shall be registered in the Electrical Enterprise Register, cf. the regulations on electrical companies and the qualification requirements for work connected to electrical installations and electrical equipment § 3.

Justification for the duration of the framework agreement: The duration of the framework agreement is a total of five years, as a longer period is necessary due to new suppliers investment costs as the contract assumes that the tenderer has the machinery and equipment necessary for the execution of the work. The investment costs for suppliers who do not already have the equipment available are potentially large, and a longer contract period can contribute to increased competition and options for new suppliers to participate.
