Ze względu na pilną potrzebę udzielenia zamówienia i przedłużającą się procedurę przetargową w równolegle prowadzonym postępowaniu oraz w związku z trwającym procesem odwoławczym, istnieje uzasadniona potrzeba skorzystania z procedury przyśpieszonej, gdyż przedmiot zamówienia nie uległ zmianom, a sposób przygotowania ofert uległ znacznemu uproszczeniu.
