DescriptionThe procurement is for construction work in connection with the laying of water pipelines on land in stretch E6 to the water treatment facility (VBA), for Gjøvik municipality. The contract also includes the establishment of a temporary roundabout in Skumsrudvegen, establishment of site roads, excavation on land, work on cultivated land such as laying of water and sewage pipelines, reinventing matter and separation of rock from masses, drilling under Skumsrudvegen, pipe sheet for water and sewage routes skumsrudvegen-VBA, reception and laying of PE pipes and pipe parts, refill works, adjustments etc. Hammer drilling shall be carried out for 3 DN813, 1 DN457 pipe pipe under Skumsrudvegen, and pulling in water and sewage pipelines for a pipe under Skumsrudvegen. In addition this contract includes the establishment of a rigging site and construction road within an area that is currently used for agriculture. Other work, including the sea facility and the actual water treatment facility, will be established through several separate contracts. The contracting authority with the pipe supplier delivers PE pipelines to the stated area of the rigging site. The rigging site will be chosen by the builder in accordance with the prepared drawings. The delivery date must be adapted to the tenderer ́s progress, in the relevant time period. A binding delivery plan will be prepared in consultation with the pipe supplier and tenderer. Pipes are to be delivered and stored for 18 or 20 metres. The executing contractor on site shall be responsible for the development of rigging places and supply roads in a condition that enables deliveries of pipes up to the relevant delivery length. The receiving inspection and unloading of pipes from the vehicle will be carried out by the executing contractor in this contract. The works are further described in the tender documentation part III. The procurement ́s value is estimated to NOK 45,000,000 excluding VAT. The value is an estimate and is not binding for the contracting authority.

Description of selection criterionTenderers are required to have a legally established company. Documentation requirements: * Norwegian companies: Company Registration Certificate * Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

CriterionOther economic or financial requirements
Description of selection criterionTenderers must have sufficient financial capacity to carry out the assignment. Documentation requirements: · Annual accounts for 2024 and 2025, auditor approved. · Credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with a licence to conduct this service and it must not be older than 6 months calculated from the deadline for submitting a request for participation in the competition. The contracting authority reserves the right to carry out their own credit assessments in an independent company. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate. If a tenderer has any doubts, it is recommended that they contact the contracting authority and question what documentation this can be.

Description of selection criterionTenderers shall have sufficient relevant experience. When assessing "sufficient relevant experience", particular emphasis will be put on whether the tenderer (or supporting company) has carried out work with: · Laying of two or more parallel PE-pipes with dimension Ø500mm or greater in the same ditch. · Mirror welding of PE tubes with dimension Ø500mm or larger. · Experience with relevant ground work in agricultural areas. Documentation requirements: A report shall be provided of relevant reference projects carried out in the last ten years. A total of four (4) reference projects can be referenced. The following information must be given on each of the projects: · Assignment and project description, including a description of the pipes that were laid (pipe dimension, pipe type and ditch length). · The contracting authority and gender neutral preferred, including contact information. · Duration of the contract that the tenderer has carried out. · The value of the contract that the tenderer has carried out The account shall be given on the form for reference projects, Annex C. The tenderer is required, through a description of reference projects, to identify the relevance for the assignment. Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience was gained while the personnel have served another employer/business. Note that the same reference projects are used to possibly opt out of any redundant, qualified tenderers, cf. point 3.9 below.

The tenderer is required to use the template for CVs to present relevant competence and experience. Only the key personnel ́ documented competence and experience shall be included in the evaluation.
