Title: Kiinteistöjen konelumityöt 2026-2028 (2028-2030)
Description: Hyvinkään kaupungin Tekniikan ja ympäristön toimialan Tilakeskus pyytää tarjoustanne kiinteistöjen konelumitöistä 2026-2028 (2028-2030) tämän tarjouspyynnön ja sen liitteiden mukaisesti. Kiinteistöjen konelumitöihin sisältyy työkoneilla suoritettavat konelumi,- konehiekoitus,- lumen kanto sekä läjitys ja lumenkuormaustyöt tuntitöinä suoritettuna. Hankinta suoritetaan avoimella menettelyllä ja kyseessä on EU- kynnysarvon ylittävä palveluhankinta. Hankinnasta muodostetaan puitejärjestely. Jokaiseen osa-alueeseen (lumityöpiiri) valitaan yksi (1) sopimuskumppani. Sopimuskausi on voimassa 1.10.2026-30.9.2028 ja sopimus sisältää mahdollisuuden ottaa käyttöön sopimuksen optiokausi (1+1) vuotta. Vuosittainen työskentelyaika on 1.10 - 30.4 välisellä ajanjaksolla. Optiokausien käyttöönotto vaatii erillisen viranhaltijapäätöksen. Hankinta on jaettu kymmeneen (10) eri osa-alueeseen (lumityöpiiriin), jotka sisältävät yhden tai useamman kiinteistön tai työkohteen. Osa-alueet ovat seuraavat : 1. Osa-alue / Tapainlinnan koulu, Tanssikallion päiväkoti, Riemurinne (päättyy 2027)ja Kankurin liikuntapuiston parkkialue 2. Osa-alue / Pohjoispuiston koulu, Hämeenkadun koulu, Kaupunkisillan päiväkoti ja Kenttäkadun päiväkoti 3. Osa-alue / Aseman koulu, Kirjasto ja Laurea Instituutti 4. Osa-alue / Keskuslukio Kipinä, Vilinä (2027 alk.), Areena (2027 alk.) ja Pysäköintilaitos 5. Osa-alue / Hakalantalo, Martintalo, Kruununpuiston päiväkoti ja Kotirinne 6. Osa-alue / Paloasema 24h, Metsäkaltevatalo ja Aamutuulen päiväkoti/koulu 7. Osa-alue / Hyvinkään Vesi toimitilat, Paavolan koulu ja Paavolatalo, Jääliikuntakeskus ja Paavolan vanhainkoti ja sosiaali- ja terveysasema 8. Osa-alue / Kauniston vanhainkoti 24h, Talvisillan päiväkoti ja koulu, Hyvinkään Sveitsin lukio (päättyy 2027) ja Sveitsin uimala 9. Osa-alue / Vehkojan päiväkoti, Hyvinkäänkylän koulu, Anttilan koulu ja päiväkoti 10. Osa-alue / Vehkojan koulu, Kruununmaan päiväkoti ja Puolimatkan koulu Lisäksi pyydetään optiona pihojen koneellista harjausta (Osa-alue 11) ja pihojen imulakaisua (Osa-alue 12). Tarjoajan on annettava tarjouksensa osa-alueittain (lumityöpiireittäin). Jokaisesta kohteesta on laadittu periaatteellinen suuntaa antava kohdekartta, johon kunkin kohteen lumityökohteet on merkitty. Lopulliset konelumityöalueet sovitaan tilaajan ja toimittajan kohdekohtaisissa katselmuksissa ennen töiden aloittamista. Kohdekatselmuksissa toimittajan on annettava lopullinen selvitys käytettävistä koneista tilaajalle tai vaihtoehtoisesti esiteltävä ne. Samassa yhteydessä toimittajan on myös annettava tiedot koneiden kuljettajista, jotta järjestelmiin voidaan luoda kuljettajakohtaiset tunnukset ennen töiden alkua. Konelumitöiden puitesopimuksen piiriin kuuluvien toimeksiantojen arvonlisäveroton kokonaisarvo on noin 150.000,00 euroa vuodessa. Alustavat arviot määristä tai muusta eivät sido tarjouksen pyytäjää eikä tilaaja sitoudu mihinkään työmääriin, vaan talvikunnossapitotöitä tehdään tarpeen mukaisesti. Sopimuskauden aikana tilaajalla on oikeus lisätä tai poistaa lumityöpiirejä, jos tilaajan työkohteisiin/ kiinteistöihin tulee muutoksia.

Optiona pyydettävien osa-alueiden 11 ja 12 hinnat eivät vaikuta tarjousvertailuun. Valinta- ja päätöksentekoperusteena on halvin tuntiveloitushinta osa-alueittain (lumityöpiiri). Jos kaksi (2) tai useampi toimittaja on tarjonnut samasta osa-alueesta (lumityöpiiri) samaa tuntiveloitushintaa, valitaan ensisijaisesti toimittaja, jolla on valintahetkellä vähiten aurattavia kiinteistöjä (kohteita).
