Factorul de evaluare a calității este privit ca o posibilitate de garantare a calității operatiilor speciale care fac obiectul prezentei achiziții. Se consideră că acest factor de evaluare a calității permite punctarea acelor ofertanți care utilizează personal specializat și cu experiență pentru realizarea operatiilor speciale care fac obiectul prezentei achiziții. Astfel, factorul de evaluare EP (experiența personalului) corespunzător unei oferte se va constitui din suma punctajelor obținute de fiecare conducător formație/ șef echipaj.
