Orientation: The contracting authority will emphasise in the qualification process: Functionality Fit/Comfort The product ́s design to ensure good mobility and comfort when working high and above the shoulder height. Quality Design Overall impression See the requirement specifications section "Product Samples" for further information. Tenderers must reckon that the equipment will be tested within the intended use. Tenderers are asked to fill in a link and/or a referral to annexes, where the contracting authority can find product information on the products in all blue cells in the price and product form. Evaluation: This award criteria is assessed on the contracting authority ́s assessment of product samples, as well as the submitted product description of the products. A procurement assessment will be made during the evaluation. A combined point score will be given between 1-10 per product, with 10 being the best. One or several tenderers can score 10 points. Other tenders will be given a relative score. The tenderer ́s total points for this award criteria is weighted with the award criteria ́s weighting percentage.

DescriptionWeighting: The award criteria is weighted 25%. Orientation: Tenderers shall fill in the attached price form in their cost calculations and submit it as an annex to the tender in Excel format. All fields in the attached price form marked with yellow shall be completed. Missing the price fields can cause difficulties in assessing the tender and the tender can then be rejected. All prices are in NOK, excluding VAT, including all direct or indirect expenses and duties that could be incurred in connection with the delivery. Order fees and invoice fees are to be seen as expenses. The prices shall include all costs for the customer who is included in this competition, including the procurement commission. Costs that the tenderer knows will be incurred, but that are not specifically stated in the tender, will be seen as included in the stated costs. Evaluation: The total sum from the price form will form the basis of the price evaluation. When assessing the price, a hybrid model with break point 1 will be used. The attached template for the evaluation model is attached. Orientation: The contracting authority will emphasise whether the products are labelled with the Swan Ecolabel or an equivalent environmental label type 1. Equivalent brand schemes are EU Ecolabel, GOTS, Blå Engel or Bra Miljøval. These marking schemes will be fully paid off in the evaluation, just like the Swan Ecolabel. Other labelling schemes will give a lower score, if the environmental labels are assessed as less relevant or comprehensive. For example, Fairtrade, Cotton Made in Africa (CMiA), Better Cotton Initiative (BCI), Økotex 100, ecologically labelled goods and Greenguard will give 25% value compared to the Swan Ecolabel. Økotex Made in Green gives 35% credit. Tenderers who offer other brands will have the legal responsibility to document that their environmental label can be seen as equal/equivalent with the marks specified above. When calculation of points on this criteria, the score for the individual products will be multiplied by the estimated volume stated in column H in the price form for the individual products. Documentation requirement Tenderers shall mark in column K "Award Criteria Environmental Label" in the Annex Requirement and Price Form, if the offered product is environmentally labelled. The name of the marking scheme must be given, and a valid licence number must either be given, or a valid certificate/licence certificate must be enclosed. If a license number is provided, it must be possible to apply for a license number on the brand scheme ́s website to check that it is valid. Marking schemes where it is sufficient to state valid licence numbers: The Swan Ecolabel, EU Ecolabel, Bra Miljøval, GOTS, Økotex 100, Økotex Made in Green. For Blue Angel, certificates/licence certificates must be enclosed, as it is not possible to apply for a licence number on Blå Engel ́s website. Other marking schemes must be examined before submitting a tender if it is possible to check any licence numbers on the brand scheme ́s website. Alternative documentation In accordance with PPR § 15 - 3 (2), the contracting authority shall accept alternative documentation if a tenderer is unable to participate in the marking scheme or an equivalent marking scheme by the deadline, and this is not due to the tenderer himself. This may be the case where the tenderer is offering a new product, or have recently taken over sales rights for a product. If alternative documentation is given, it is the tenderer ́s responsibility to facilitate this in an educational way so that it is easy to assess whether the requirements are met. If it takes more than four hours in total to assess alternative documentation in the tender, this can lead to the relevant documentation being rejected. If alternative documentation is accepted by the contracting authority, an application for a licence for offered products in the Swan Ecolabel or equivalent marking scheme will be sent as soon as possible after the contract has been signed and at the latest within three months. This shall be documented to the contracting authority. It is the tenderer ́s responsibility to ensure that sufficient documentation is given to the marking scheme in time.
