In deze fase hebben aannemers ook de mogelijkheid om na te gaan of er onvolkomenheden of inconsistenties in het TO zijn, teneinde in de prijsvorming een juiste en afgestemde oplossing mee te nemen. Absolute voorwaarde is dat hier geen hogere aanneemsom uit mag voortkomen.
