Main features of the procedure: We hebben gekozen voor een niet-openbare procedure. We kiezen voor deze procedure omdat er veel concurrentie is op het gebied van de Opdracht. Daarom verwachten we dat veel Gegadigden belangstelling hebben voor het meedingen naar de Opdracht. Op deze wijze proberen we de transactiekosten voor zowel de markt als de Aanbestedende dienst te beperken; De niet-openbare procedure bestaat uit twee fases: eerst een Selectiefase en daarna de Inschrijvingsfase. Selectiefase De Selectiefase houdt in dat elke belangstellende Ondernemer na publicatie van de aankondiging een Verzoek tot Deelname kan indienen (fase 1). Op basis van de criteria opgenomen in dit Selectiedocument (Uitsluitingsgronden, Geschiktheidseisen en Selectiecriteria) wordt bepaald welke Gegadigden, maximaal zes, uitgenodigd worden voor het indienen van een Inschrijving. Inschrijvingsfase De Gegadigden die we toelaten tot de Inschrijvingsfase ontvangen een beschrijvend document. Daarin staan onder meer de eisen en gunningscriteria die we stellen aan de uitvoering van de Opdracht. Op basis daarvan mogen de Inschrijvers (zoals de toegelaten Gegadigden worden genoemd) een Inschrijving indienen. Onverminderd alle eisen en voorwaarden zoals opgenomen in het toekomstige Beschrijvend document zal gunning plaatsvinden aan de inschrijver met de economisch meest voordelige inschrijving. Deze wordt vastgesteld op basis van: de beste prijs-kwaliteitverhouding.
