Justification for the accelerated procedure: Ņemot vērā neatliekamu nepieciešamību savlaicīgi nodrošināt pakalpojumu pieejamību - Tehnisko objektu pārvaldības sistēmas (TOPS) atjaunināšanu uz IFS Applications versiju IFS Cloud, lai netiktu traucēta sabiedrisko pakalpojumu sniegšana, pasūtītājs piemēro saīsinātu kandidātu pieteikumu iesniegšanas termiņu. Nav iespējams ievērot standarta termiņus, jo tas apdraudētu iepirkuma mērķa sasniegšanu, pakalpojumu nepārtrauktību. Noteikts 1.posma minimālais pieteikumu iesniegšanas termiņš 15 dienas pēc paziņojuma (paziņojuma par līgumu) publicēšanas IUB PVS, paredzot elektroniska pieteikumu iesniegšanu. Paātrināta procedūra piemērota pamatojoties uz Sabiedrisko pakalpojumu sniedzēju iepirkumu likuma 36.panta "Dalības uzaicinājums" 4.daļu un 28.03.2017. Ministru kabineta noteikumu Nr.187 "Sabiedrisko pakalpojumu sniedzēju iepirkuma procedūru un metu konkursu norises kārtība" 2.3.punkta "2.3.Sarunu procedūra, publicējot dalības uzaicinājumu", 63-64.punktiem. 64.punkts nosaka, ka "Ja steidzamības dēļ nav iespējams piemērot šo noteikumu 63. punktā minēto termiņu, var noteikt saīsinātu pieteikumu iesniegšanas termiņu, bet ne īsāku par 15 dienām pēc paziņojuma par līgumu nosūtīšanas Eiropas Savienības Publikāciju birojam publicēšanai Eiropas Savienības Oficiālajā Vēstnesī vai pēc tam, kad sabiedrisko pakalpojumu sniedzējs nosūtījis uzaicinājumu apstiprināt ieinteresētību, ja sabiedrisko pakalpojumu sniedzējs kandidātu atlasei izmanto periodisko informatīvo paziņojumu, ko paredz iepirkuma izsludināšanai. Sabiedrisko pakalpojumu sniedzējs šādā gadījumā steidzamības pamatojumu norāda attiecīgā iepirkuma procedūras paziņojumā, kā arī iepirkuma procedūras ziņojumā."
