Operatorul economic va putea solicita clarificari cu 18 zile inainte de termenul stabilit pentru depunerea ofertelor, entitatea contractanta raspunzand in mod clar si complet tuturor solicitarilor de clarificare/informatiilor suplimentare cu 11 zile inaintea termenului limita de depunere a ofertelor.

Name: Termenul de garanţie „TG”
Description: Punctajul pentru factorul de evaluare „Termen de garanţie” cu o valoare de 10 puncte din totalul de 100 puncte şi cu o pondere 10% din totalul criteriului de atribuire se vor acorda după cum urmează : a) Pentru oferta admisă cu cea mai mare durată a termenului de garanţie, se va acorda punctajul maxim alocat factorului de evaluare, respectiv 10 puncte; b) Pentru restul ofertelor admisibile, punctajul se va calcula utilizȃnd următoarea formulă : Ptermen de garanţie(n) = [Termen de garanţie(n) /Termen de garanţie(max)] × 10, unde: Ptermen de garanţie(n): punctajul obţinut de către oferta admisibilă aflată sub evaluare; Termen de garanţie (max): cea mai mare dintre duratele termenului de garanţie ale ofertelor admisibile; Termen de garanţie(n): termenul de garanţie al ofertei admisibile aflată sub evaluare. Se vor puncta ofertele tehnice care prevăd termene de garanție mai mari de 6 luni, conform caietului de sarcini, sau până la maxim 18luni. Ofertele cu termen de garanție mai mic față de termenul de 6 luni, prevăzut în caietul de sarcini conform OMT 490/2000, și mai mari de 18 luni, vor fi considerate neconforme. Ofertele cu termen de garanţie egal cu 6 luni, vor fi considerate conforme, dar nu se acordă punctaj. Termenul de garantie nu poate fi mai mare de 18 luni deoarece conform Normativului Feroviar 67-006:2011 „Vehicule de cale ferată. Tipuri de revizii şi reparaţii. Normele de timp sau normele de kilometri parcurşi pentru efectuarea reviziilor şi reparaţiilor planificate”, aprobat prin OMTI 315/2011, cu toate modificările și completările ulterioare, precum și în baza prevederilor cuprinse în caietul de sarcini şi în nomenclatoarele de lucrări elaborate de CFR Călători, în societăţi comerciale reparatoare autorizate/ certificate în acest scop conform legislației în vigoare, următoarea reparație planificată se execută la un interval de 18 luni de la reparația planificată tip RP, care face obiectul caietului de sarcini. Un termen mai mare de 18 luni ar presupune introducerea unui vagon într-o reparație planificată, acesta fiind încă în termen de garanție.
