Main features of the procedureThere will be a need for external assistance in planning and processes in different phases of the project implementation for some of the municipality's future major investments in schools, nurseries and other purpose-built buildings. In addition there can be a need aimed at established nurseries and schools ́ challenges connected to the organisation and educational use of their physical surroundings. The contracting authority ́s need is support for planning and using schools, nurseries and other purpose-built buildings, including: Assistance with the preparation of the Room and Function Programme and any support further in project development Assistance with any implementation of school structure reviews Assistance with different user processesCapacity assessments, Assistance with optimising the educational use of the existing nursery and school facilities Assistance with educational and organisational needs/guidelines in connection with. fixtures procurement/furnishing Assistance/participation in connection with evaluations of competitions. The above list of points is not exhaustive. A general framework agreement will be signed, with call-off mechanism based on the type of call-off. SSA-O and SSA-B will be used depending on whether the call-off is defined as assignments or assistance.

DescriptionTenderers shall enclose a completed Annex 7 - Price Form. See the annex for a description of the price to be given. The best tender is the lowest "SUM FOR EVALUATION". The criterion is evaluated by relative model, with 10 = best price. Other tenders will be awarded points based on relatively deviation from the best price. Costs that are not specified by the Contracting Authority, but which the Tenderer knows will be incurred, will be seen as included in the stated prices unless otherwise specified by the Tenderer.

DescriptionThe Contracting Authority requests consultants with solid and relevant competence within the development, planning and use of schools, nurseries and other purpose-built buildings. The award criteria shall ensure that the tenderer offers suitable key personnel and good execution and quality assurance of assignments under the framework agreement. The tenderer's key personnel Tenderers shall offer three (3) named resources that will be the tenderer ́s resources in call-offs under the framework agreement. Each resource shall state: RESUME experience from up to three (3) reference assignments. The named resources ́ total competence and experience ought to cover the breadth of the disciplines included in the framework agreement. The reference assignments shall have been carried out in the last 5 years, calculated from the deadline for receipt of tenders. The reference assignments shall include: Principal short description of the assignment ́s content and complexity year the contract ́s value The tenderer's implementation and quality assurance of assignments. Tenderers shall give a short account of how the assignments under the framework agreement are carried out and quality assured. The account shall be directly related to the deliveries under the framework agreement and it can i.a. include: how the key persons are supported professionally in the execution of assignments, including through methods, routines and quality assurance. The account shall be brief and relevant for the requested services. Evaluation The contracting authority will emphasise the evaluation: the key personnel ́s relevant experience from complex and comparable assignments, as well as customer size. the key personnel ́s formal competence and total work experience. the key personnel's breadth of disciplines included in the framework agreement. To what degree the tenderer's implementation and quality assurance of the assignment can support the offered key persons. Relevant experience of key personnel will be emphasised more than the breadth of disciplines, implementation and quality assurance of assignments, as well as formal competence and total work experience. The evaluation will be carried out on the basis of an overall assessment of the documentation. It is not so that all elements are necessarily given equal weight. The tender with the highest quality will be awarded 10 points. Other tenders will be given discretionary points on a scale from 0-10, relatively to the best tender. Documentation shall be submitted in PDF or Word format. Documentation submitted in another way will not be evaluated.
