Description of selection criterion: Een lijst van de voornaamste diensten waarop de opdracht betrekking heeft (het uitvoeren van onderhoud aan toestellen voor thuisventilatie, inclusief toestellen die worden ingezet als life-support) die hij gedurende de afgelopen 3 jaar heeft verricht, hun bedrag/hoeveelheden, data en de instanties waarvoor ze bestemd waren Minimumeisen: Minimum 2 referenties van een ziekenhuis met gelijkaardige omvang (800 bedden of meer) binnen de Europees economische ruimte. Gelieve de contactgegevens (naam + telefoon/mailadres) van de betrokken dienst bij de referenties of van een contactpersoon mee te geven. Zie bijlage D.
Criterion: Professional risk indemnity insurance
Description of selection criterion: De inschrijver moet beschikken over een geldige bedrijfsaansprakelijkheidsverzekering die de risico’s dekt die voortvloeien uit het uitvoeren van onderhouds-, service- en interventiewerkzaamheden aan thuisbeademingsapparatuur bij patiënten. Minimumeisen: De verzekering biedt: - een minimale dekking van ten minste € 2.000.000 per schadegeval. - De polis dekt alle relevante activiteiten die behoren tot het voorwerp van de opdracht. - De verzekering bevat geen uitsluitingen die de uitvoering van deze opdracht kunnen beperken of verhinderen. - De inschrijver moet een recent (lopend verzekeringsjaar) verzekeringsattest voorleggen, afgegeven door de verzekeraar of verzekeringsmakelaar, waaruit blijkt dat aan bovenstaande eisen wordt voldaan.

Description of selection criterion: Een lijst met de gemiddelde jaarlijkse personeelsbezetting van de onderneming met een globale uitsplitsing van personeelscategorieën, over de laatste 3 boekjaren. (kaderleden, administratief personeel, technici). Er dient vermeld te worden hoeveel technici effectief instaan voor het onderhoud van de toestellen vermeld in het voorwerp van de opdracht. Minimumeisen: De inschrijver dient gedurende de laatste drie boekjaren gemiddeld minstens 10 FTE technici in dienst te hebben gehad die effectief instaan voor het onderhoud van de toestellen die het voorwerp uitmaken van de opdracht zodat continuïteit en back-up bij het uitvoeren van de opdracht kan gegarandeerd worden.

Description of selection criterion: Het UEA, waarmee de ondernemer verklaart dat hij zich niet bevindt in een van de uitsluitingssituaties als bedoeld in de artikelen 67 tot 69 van de wet van 17 juni 2016. Artikel 70 van de wet van 17 juni 2016 betreffende de overheidsopdrachten is van toepassing. Justification for the duration of the framework agreement: Artikel 43 van de wet van 17 juni 2016 De looptijd van de opdracht overschrijdt de limiet van 48 maanden. Rechtvaardiging: De aanbestedende overheid kiest bewust voor een raamovereenkomst met een looptijd van zes jaar voor het onderhoud van ventilatoren, respiratoren en hoestmachines voor thuisverzorging. Deze langere looptijd is noodzakelijk om de continuïteit, veiligheid en kwaliteit van de zorgverlening aan patiënten te waarborgen. Het onderhoud van deze medische toestellen vereist een hoge mate van technische expertise, gespecialiseerde kennis en een stabiele operationele organisatie. Een langere looptijd voorkomt frequente wissels van opdrachtnemer, die telkens gepaard gaan met risico’s op discontinuïteit, kennisverlies en vertragingen in de dienstverlening. Bovendien laat een looptijd van zes jaar toe om de investeringen in opleiding, logistiek, voorraadbeheer en digitale opvolgsystemen (zoals FMIS) op een economisch verantwoorde manier te spreiden. De aard van de opdracht, de kritieke rol van de toestellen in thuiszorgsituaties en de nood aan een betrouwbare en duurzame onderhoudsstructuur rechtvaardigen daarom een afwijking van de standaardlooptijd. Conclusie: Om deze redenen acht UZ Gent een totale looptijd van zes jaar aangewezen.
