Title: Acord-cadru de lucrări de reabilitare, consolidare, renovare si eficientizare energetica a cladirilor rezidentiale multifamiliale situate pe raza Sectorului 4 al Municipiului Bucureşti
Description: Obiectivul general al acordului cadru il reprezinta îmbunățirea condițiilor de viață pentru cetatenii sectorului, prin eficientizare termica si energetica, promovarea unei economii mai eficiente din punct de vedere al utilizării resurselor, mai ecologice, mai competitive prin gestionarea inteligentă a energiei, în condițiile unei dezvoltări durabile. Importantta obiectivului derivă din necesitatea reducerii costurilor cu incalzirea pentru populație, cu consumul de energie, in special a familiilor/gospodaariilor cu venituri modeste, ceea ce va conduce la imbunătatirea cresterea calitatii vietii si a puterii de cumpărare a categoriilor sociale defavorizate, precum si a reducerii consumului de resurse epuizabile pe termen mediu si lung. Implementarea masurilor, vaconduce la imbunatatirea condittiilor de viata ale populatiei, prin: - Imbunatatirea conditiilor de confort interior; - Reducerea consumurilor energetice; - Reducerea costurilor de intretinere pentru încalzire si consumul de apa calda menajera; - Reducerea emisiilor poluante generate de producerea, transportul si consumul de energie. Astfel, pornind de la dezideratul de implementare a politicilor sale publice, la nivelul subunitatii administrativ teritoriale a luat nastere necesitatea efectuarii de lucrari de constructii de dezvoltare urbana durabila constand in reabilitarea termica si energetica, a caror volumetrie nu este cunoscuta pe deplin la initierea prezentei proceduri de atribuire. Necesitatatea prezentei achizitii se produce ad-hoc in vederea realizarii scopurilor anterior mentionate . Obiectul prezentei achizitii il reprezinta semnarea unui Acord-Cadru, care sa stabileasca termenii, conditiile precum si cadrul legal, financiar, tehnic si administrativ pentru atribuirea Contractelor subsecvente, in vederea asigurarii de catre Ofertanti, in conditii de siguranta, operativitate si eficienta financiara, a executiei lucrarilor, descrise prin caietul de sarcini. Durata contractelor subsecvente incheiate in perioada de valabilitate a acordului cadru poate depasi durata acordului cadru si se intinde pana la finalizarea completa a activitatilor ce constituie obiectul acestora, luand in calcul orice forme de prelungire, perioada de remediere a defectiunilor etc. Descrierea operatiunilor este disponibila in Caietul de sarcini si anexele acestuia atasat Documentatiei de atribuire, in care se regasesc toate documentele necesare pentru elaborarea ofertei. Valoarea estimata a celui mai mare contract subsecvent: 749.435.779,32 lei Numarul de zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor: 18 zile. Clarificarile solicitate dupa acest termen nu vor mai fi luate in considerare. Autoritatea contractanta va raspunde in mod clar si complet tuturor solicitarilor de clarificare /informatii suplimentare, in cea de-a 11-a zi inainte de termenul limita stabilit pentru depunerea ofertelor.

Description: Autoritatea contractanta intentioneaza sa achizitioneze lucrări de reabilitare, consolidare, renovare si eficientizare energetica a cladirilor rezidentiale multifamiliale situate pe raza Sectorului 4 al Municipiului Bucureşti. Sectorul constructiilor este la nivel mondial un consumator major de energie şi un generator major de gaze cu efect de seră. In UE, aproximativ 40% din energie este consumată în acest sector. Din acest motiv, îmbunătățirea eficienței termice si energetice este un obiectiv important la nivelul politicilor UE. O proporție însemnată de energie consumată în clădirile rezidențiale este pentru încălzire. Acest lucru este observat în special în multe țări UE, inclusiv în România, din cauza unui stoc de locuințe construite fără protecție termică în perioada comunistă, mai ales în formă de blocuri de locuințe, in timp ce reduicerea consului de resurse epuizabile este parte a politicii de dezvoltare la nivelul UE. Realizarea obiectivelor de dezvoltare urbana constand in imbunătățirea eficientei termice se va face prin reabilitarea blocurilor de locuinte, iar a celor de eficientizare energetica prin montarea de panouri fotovoltaice si statii de incarcare. Estimari ale cantitatilor minime si maxime care ar putea fi solicitate pe durata întregului acord cadru si a celor care ar putea face obiectul unui singur contract subsecvent dintre cele care urmeaza sa fie atribuite pe durata Acordului Cadru se regasesc in cadrul anexelor caietului de sarcini Modificarea acordului-cadru/contractului de achizitie publica, in cursul perioadei sale de valabilitate, se va putea efectua in conditiile prevazute la art. 221 din Legea nr. 98/2016 si al prevederilor din cadrul Instructiunii ANAP nr. 1/2021. Avand in vedere ca documentatia de atribuire contine un set minim de informatii specifice referitoare la estimari ale cantitatilor minime si maxime care ar putea fi solicitate pe durata intregului acord-cadru, precum si estimari ale cantitatilor minime si maxime care ar putea face obiectul unui singur contract subsecvent dintre cele care urmeaza sa fie atribuite pe durata acordului-cadru, subliniem faptul ca aceste cantitati minime si maxime pe care autoritatea contractanta le stabileste initial in documentatia de atribuire si ulterior in acordul-cadru reprezinta estimari ale unor cantitati care ar putea fi solicitate pe durata intregului acord-cadru si nu cantitatile exacte care vor fi achizitionate, acestea din urma putand fi mai mici, egale sau mai mari raportat la cele estimate, in functie de necesitatile reale ale autoritatii contractante. Promitentul-Achizitor îşi rezerva dreptul/opțiunea de a suplimenta cantitatea estimată la nivelul documentației de atribuire cu până la maxim 50% din cantitatea maximă estimată pentru acordul-cadru, pentru fiecare categorie de lucrare (echipament necesar) în parte. Pretul articolelor care vor fi achizitionate suplimentar in baza clauzei de revizuire va fi cel din propunerea financiara ce sta la baza acordului-cadru (ajustat dupa caz conform formula de ajustare), perioada de timp in care se va putea utiliza aceasta optiune de catre promitentul Achizitor: pe toata durata de valabilitate a acordului-cadru/contractului subsecvent. Modificarea de valoare scăzută prevăzută de art. 221 alin. (1), lit. f) din Legea nr. 98/2016 se trateaza si calculeaza distinct de modificarea in baza art. 221 alin. (1), lit. a) din Legea nr. 98/2016” Contractele subsecvente vor fi finanțate si din alte surse financiare legal constituite. Pentru finanțarea excuției lucrărilor aferente contractelor subsecvente incheiate in derularea acordului cadru, autoritatea contractantă va accesa proiecte și/sau programe finanțate din fonduri naționale si ale Uniunii Europene (PNRR, POR etc.) fără ca aceasta descriere sa fie una limitativa
