Other justification: За осигуряване на безпроблемна работа на 5 и 6 енергоблокове (ЕБ) на „АЕЦ Козлодуй” ЕАД, по отношение на управлението на отработеното ядрено гориво (ОЯГ) и с цел недопускане принудително прекратяване на експлоатацията, е необходимо да се осигурят свободни обеми за съхранение в приреакторните басейни (БОК). Отработеното ядрено гориво от ВВЕР – 1000 се съхранява в дванадесетместни чохли тип 37/3, черт.1362.04.00.000СБ, ТУ 05764417-011-93, които се съхраняват в Хранилището за отработено гориво (ХОГ). В състава на транспортно oпаковъчния комплект - ТУК13/3, чохълът се използва за вътрешностанционен транспорт на херметични касети с ОЯГ от блокове 5 и 6 в ХОГ. Към настоящия момент в ХОГ има 13 (тринадесет) празни чохъла. Наличното количество празни чохли ще обезпечи безпроблемната работа на 5 и 6 ЕБ до 2026 год. За осигуряване на работата им от 2027 год. до 2029 год., е необходимо да се доставят допълнително количество от 24 (двадесет и четири) броя чохъла тип 37/3, черт. 1362,04.00.00 СБ, технически условия ТУ 05764417- 011-93. Чохлите следва да бъдат изработени със заварени тръби-чертеж 8002.41.52.000 СБ. В лицензията за експлоатация на ХОГ (Лицензия Серия Е, №6200 от 26.06.2024 год.) е регламентирано съхранението на ОЯГ от ВВЕР 1000 само в чохли 37/3. Този тип съхранение е единствен като възможност в АЕЦ „Козлодуйˮ. Чохлите за съхранение на ОЯГ в АЕЦ Козлодуй от ВВЕР -1000, са тип 37/3 и са произведени в Ижорски заводи – Русия, по разработена от тях проектна документация, специално за хранилището на АЕЦ „Козлодуйˮ. Ижорски заводи – Русия е собственик на техническите изисквания за тяхното производство и притежава всички необходими лицензионни и квалификационни документи. Необходимо е да се доставят чохли от същия тип като съществуващите, произведени от производителя на оборудването, по негова документация. Доставка на чохли различен тип на друг производител не е допустимо. Сключени договори за доставка на чохли през годините: Договор № 1139157/22.02.2001г. ; Договор № 1329199/10.03.2003г.; Договор № 138000038/06.02.2014г.; Договор № 198000036/25.11.2019г. Договор № 198000036/25.11.2019г. с предмет "Доставка на чохли за транспорт и съхранение на ОЯГ от ВВЕР-1000" е сключен след проведена процедура на договаряне с предварителна покана за участие с номер в АОП 00353-2019-0058. В техническата спецификация е посочен производител - ПАО Ижорски заводи, Русия. Видно от интернет страниците на ПАО "Ижорски заводи", считано от 2022г. „Ижорски заводи“ са включени в състава на компания „АЭМ-Технологии“, Русия.
