Title: Système d'acquisition dynamique pour l'acquisition de véhicules légers et utilitaires neufs et d'occasion
Description: La Communauté d'Agglomération de Béthune-Bruay, Artois Lys Romane (CABBALR) souhaite promouvoir l'économie circulaire afin de répondre aux objectifs de la loi AGEC en matière d'acquisition de véhicules issus du réemploi ou de la réutilisation. Dans cette perspective, la CABBALR prévoit de lancer plusieurs consultations afin d'acquérir des véhicules d'occasion. Toutefois, certaines consultations concernent des véhicules neufs, dans le cas où la disponibilité des véhicules d'occasions ne serait pas satisfaisante (pas de véhicules disponibles à la vente / technicité spécifique des besoins, etc) Le SAD permet à la collectivité de disposer tout au long de l'année d'une capacité d'achat performante, ce pourquoi la CABBALR s'est portée sur cette technique d'achat. Le présent système d'acquisition dynamique porte donc sur l'achat de véhicules d'occasions et neufs. Ce besoin a été décomposé en 4 catégories : catégorie n°1 Véhicules légers d'occasion /// catégorie n°2 Véhicules utilitaires légers d'occasion /// catégorie n°3 Véhicules légers neufs /// catégorie n°4 Véhicules utilitaires légers neufs. Il permettra pendant une durée de 4 ans de solliciter, auprès des entreprises agréées, une offre pour l'achat de véhicules d'occasions et neufs. Ces consultations déboucheront sur des « marchés spécifiques ». L'examen des candidatures portera sur les capacités techniques, financières et professionnelles du candidat à exécuter les prestations. Le pouvoir adjudicateur cible des vendeurs professionnels de véhicules selon leur catégorie. Les candidatures répondant aux critères de sélection figurant dans le règlement de la consultation seront admises dans le système d'acquisition dynamique pour toute sa période de validité. Le pouvoir adjudicateur notifie via le profil acheteur sa décision d'agrément ou de rejet de la candidature. Les candidats agréés sont recensés sur une liste conservée par l'acheteur. Une fois intégrés au SAD, les candidats seront dès lors invités à soumissionner à chaque consultation lancée pour les marchés spécifiques de la catégorie à laquelle ils ont été agréés. Le nombre de candidats n'est pas limité. La date limite de remise des candidatures initiales est fixée au 11 août 2025 à 12h00.
