Title: Portable and modular unmanned aircraft detection and tracking system
Description: As part of its commitment to advanced sustainable aviation, Oulu University of Applied Sciences seeks a reliable and innovative portable and modular unmanned aircraft detection and tracking system (hereafter referred to as the system) tailored to its needs. The system to be procured will support the research, development, and training initiatives at Oulu University of Applied Sciences. The system must be able to enhance aviation safety, for example near airports, city centres, and other areas where safe flying is crucial. The system must be a portable and modular solution suitable for continuous operation in demanding weather and field conditions. The system must enable Radio Frequency-based detection of drones operating on commonly used drone frequencies. The system must provide a map-based, real-time situational awareness view and must be capable of logging detected events in a reliable and verifiable manner. The system must include a standardised and encrypted interface for external integrations. The system must support remote access, but it must also be capable of fully autonomous operation without network connectivity in field conditions. The system must include the antenna with mounting structures, necessary cabling, and a processing unit. The system must be quick to deploy and install by two persons, and its design must support easy portability and redeployment. The procurement is co-funded by the Council of Oulu Region, European Regional Development Fund (ERDF), Dronelogistics Service Point project (A81394). The procurement is dependent on an extension of the implementation period granted for the project. The procurement contract will be signed with the selected supplier if the funder grants the extension. The decision on the extension is expected in June 2026. The possession, import, and use of devices intended for radio interference require a radio license granted in advance by the Finnish Transport and Communications Agency (Traficom). Therefore, the supply contract will be signed with the selected supplier provided that Traficom grants the required radio license to the contracting entity.
