Justification for the duration of the framework agreement: Onderhavige aanbesteding richt zich op de totstandkoming van een raamovereenkomst met een initiële looptijd van vier (4) jaar, met een optie tot twee (2) verlengingen van ieder één (1) jaar. De maximale looptijd van de raamovereenkomst bedraagt daarmee zes (6) jaar. Deze looptijd is, gelet op de aard en doelstelling van de opdracht, proportioneel. De opdracht betreft bedrijfskleding voor gemeentelijke BOA’s, die onderdeel uitmaakt van de wettelijke handhavingstaak. Uniformiteit, herkenbaarheid en continuïteit in uitstraling en kwaliteit zijn hierbij essentieel voor een professionele en veilige taakuitvoering. De aangeboden kleding kent een gebruiks- en vervangingscyclus die meerdere jaren bestrijkt. Daarnaast vergt de uitvoering van de opdracht investeringen van de opdrachtnemer op het gebied van maatwerk, pasvormen, logistiek en voorraadbeheer. Een kortere contractduur zou leiden tot hogere jaarlijkse kosten, een verminderde marktinteresse en verlies aan doelmatigheid. Met een (initiële) looptijd van vier jaar, eventueel verlengd tot maximaal zes jaar, wordt beoogd investeringen doelmatig over de contractperiode te spreiden, de totale lifecyclekosten te optimaliseren, de continuïteit van levering te waarborgen en onnodige transitiekosten te voorkomen. De gekozen looptijd is daarmee in overeenstemming met het proportionaliteitsbeginsel zoals bedoeld in de Aanbestedingswet 2012.
