Integrating a new salary administrator is an inherently complex undertaking. Given the mission-critical nature of salary administration, transitioning to a new framework contract requires a substantial timeframe for software configuration and implementation, data migration, personnel onboarding, and staff training. From an economic perspective, the initial implementation costs are high. Initiating a new tendering procedure after only four years would impose disproportionate administrative and financial burdens. A longer contract term is therefore preferred to amortise these initial setup costs. To safeguard the continuity of services under exceptional circumstances, this contract may be subject to a limited extension under the same terms and conditions, specifically in the event that the procurement procedure for designating a new service provider is not finalised in time.
