Title: Raamovereenkomst voor het transporteren van stalen voor het labo klinische biologie en labo Pathologie
Description: Deze overheidsopdracht heeft tot doel een raamovereenkomst af te sluiten om het transport te doen voor stalen van het labo klinische biologie en labo pathologie van ZAS. De beide centrale laboratoria van ZAS bevinden zich op de site ZAS Middelheim. Het transport vindt plaats tussen de eigen campussen van ZAS en/of met een aantal externe locaties waarmee de laboratoria van ZAS een overeenkomst hebben voor de analyse van deze stalen. Hierbij verdient duurzaam transport de voorkeur van ZAS. Voor meer informatie over de verschillende campussen van ZAS: https://www.zas.be/naar-het-ziekenhuis/onze-locaties/onze-locaties Onder het transporteren valt het ophalen en wegbrengen boxen/tassen met stalen die geanalyseerd moeten worden door het laboratorium. De boxen/tassen van de beide laboratoria zijn onderscheidend en dienen op aparte plaatsen opgehaald en gebracht te worden binnen de campussen. De plaats van ophalen is binnen in het gebouw, maar wel altijd op een vaste plaats per campus/site. Per campus dient de opdrachtnemer ook te voorzien in de retour van lege boxen zodoende dat er op iedere locatie steeds een voorraad is van boxen/tassen. De retour van lege boxen varieert van één tot meerdere malen per dag. De opdracht bestaat uit 4 percelen: Perceel 1 “Vervoer van stalen volgens een vaste schema” Voor elke campus is er een SLA die aangeeft: - hoe vaak en in welke frequentie er transport moet worden voorzien. - binnen welke tijdsframe er moet worden opgehaald (bvb van 7u tot 19u) - wat de maximale duur is tussen 2 opeenvolgende ophaalmomenten - wat de maximale duur is waarbinnen opgehaalde stalen op welke ontvangstlocatie dienen te zijn. Dit overzicht zal aan de geselecteerde kandidaten worden verstrekt zodat ze hier een rittenschema voor kunnen uitwerken. Het rittenschema is een dynamisch gegeven en kan in de loop van de contractperiode wijzigen zowel vanuit de contractnemer als de aanbesteder. Aanpassingen op vraag van de aanbesteder zullen altijd doorgevoerd dienen te worden binnen een redelijke termijn en met de nodige flexibiliteit. Aanpassingen op vraag van de contractnemer zijn alleen mogelijk en inpasbaar in functie van de herziening van processen in het belang van de labowerking. Perceel 2 “Vervoer van stalen op afroep” 1 Hieronder vallen de ad-hoc aanvragen die niet in het vaste schema kunnen worden verwerkt. Er zijn gradaties van dringendheid voor deze transporten, met een aanrijtijd en prioriteit ( = tijdsduur tussen moment van aanvraag en aankomst op vertreklocatie van de staal) variërend van 15 minuten tot 2 uur waarin deze moeten plaatsvinden. Perceel 3 “Duurzaam Medisch Transport via Fietskoeriers” Hieronder vallen een ritten via zowel een vast wederkerend schema als ad-hoc aanvragen op afroep die uitgevoerd dienen te worden met een cargofiets, al dan niet elektrisch aangedreven. Het gaat hier om locaties die zich binnen een redelijke afstand bevinden van de centrale labo’s in ZAS Middelheim. Perceel 4 “Stalenvervoer via prioritair voertuig” Hieronder vallen de stalen die hyperdringend zijn om verwerkt te worden in de laboratoria. De stalen dienen binnen een zeer korte termijn opgehaald worden op 1 van de campussen van ZAS en daarna direct met een voertuig dat prioritair rijdt naar het centrale laboratiorium gebracht worden. Dit proces waarborgt een efficiënte en tijdige afhandeling van de stalen, met naleving van de vereiste veiligheids- en transportvoorschriften.
