Title: Kevan ammatillisen kuntoutuksen palvelut
Description: Keva (myöhemmin myös Tilaaja) pyytää tarjouksia ammatillisen kuntoutuksen hankinnasta (jäljempänä myös Palvelu). PERUSPALVELU Ammatillisen kuntoutuksen peruspalvelulla tarkoitetaan alkuselvittelyä ja kuntoutussuunnitelman laatimista Kevan antaman toimeksiannon mukaisesti. Ammatillisen kuntoutuksen peruspalvelun yhteydessä Tarjoajan on ilmoitettava myös tuntihinta tuntiveloituksella ostettaviin palveluihin. Tarjoajan on tarjottava ammatillisen kuntoutuksen peruspalvelua. Peruspalvelu on kuvattu tarkemmin liitteessä 1 Palvelukuvaus. Kilpailutuksessa perustetaan puitejärjestely, johon valitaan palveluntuottajia vertailuhinnan perusteella määräytyvässä tarjousten etusijajärjestyksessä alueittain. Kuntoutuja valitsee, keneltä puitejärjestelyyn hyväksytyltä palveluntuottajalta palvelu hänelle ostetaan. Kuntoutujan on pääsääntöisesti valittava palveluntuottaja siltä alueelta, jossa hän asuu. Kevalla on oikeus antaa kuntoutujille tarkentavia ohjeita palveluntuottajan valitsemiseksi. Puitejärjestelyn toimintamalli on kuvattu tarkemmin tarjouspyynnön liitteessä 3 (Puitejärjestely). Palveluiden maantieteellisen kattavuuden varmistamiseksi hankinta on jaettu osa-alueisiin. Hankittavat alueet ja niihin sisältyvät kunnat on kuvattu tarjouspyynnön liitteessä 1 (Palvelukuvaus). Tarjoaja voi jättää tarjouksen alueelle, jossa sillä on kiinteä toimipiste. Mikäli tarjoaja valitaan puitejärjestelyyn, tarjoaja sitoutuu tuottamaan palveluita kyseisessä kiinteässä toimipisteessään. Lisäksi halutessaan tarjoaja voi tuottaa palveluita tarjottavan alueen sisäpuolella myös muissa toimipisteissään. Keva ei sitoudu tarjouspyynnössä esitettyihin arvioihin hankintamääristä. Tilaajalla on hankintalain 136 § 2 momentin 1 kohdan mukaiset lisähankintamahdollisuudet on kuvattu tarkemmin liitteessä 1 "Palvelukuvaus". Sopimus on määräaikainen neljän vuoden ajan ja alkaa 1.1.2027 ja päättyy 31.12.2030.

Main features of the procedure: Hankinnassa noudatetaan lakia julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016, hankintalaki). Kyseessä on hankintalain liitteen E mukainen palveluhankinta. Hankinnan ennakoitu arvo ylittää hankintalain 25 §:n 1 momentin 3 kohdan mukaisen kynnysarvon. Hankintamenettelynä käytetään avointa menettelyä (hankintalaki 32 §). Tilaaja voi keskeyttää hankintamenettelyn osittain tai kokonaan todellisesta ja perustellusta syystä (hankintalaki 125 §). Tarjouksen tekemisestä, esittelystä tai muusta menettelyyn osallistumisesta ei makseta tarjoajille korvausta. Tarjousasiakirjat ovat saatavissa suomen kielellä. Asiointikieli hankinnassa on suomi. EU-kynnysarvon ylittävässä hankinnassa sekä kansallisen kynnysarvon ylittävässä liitteen E mukaisessa palveluhankinnassa tai käyttöoikeussopimuksessa voidaan tehdä sopimus aikaisintaan 14 päivän kuluttua siitä, kun ehdokas tai tarjoaja on saanut tai hänen katsotaan saaneen päätöksen ja valitusosoituksen tiedoksi.
