Justification for direct award: The contract can be provided only by a particular economic operator because of an absence of competition for technical reasons
Other justification: Begrundelse for direkte tildeling: Kontrakten kan kun tildeles af en bestemt økonomisk aktør på grund af manglende konkurrence af tekniske årsager. Da eksisterende angiografi-systemer alene kan opgraderes af producenten vil denne kontrakt blive tildelt til eneste mulige leverandør. Opgradering og fremtidssikring af de eksisterende interventionsrum nr. 4 & 6 foretages med genbrug af dele af det eksisterende udstyr, og at der ingen bygningsmæssige ændringer kræves for at installere udstyret i afdelingen. Et skifte af leverandør ville gøre det nødvendigt for Region Hovedstaden at indkøbe varer, som på grund af en forskel i teknisk beskaffenhed ville medføre teknisk uforenelighed og uforholdsmæssig store tekniske vanskeligheder. Ydermere betyder den minimale ombygning af de eksisterende systemer kort nedetid, da det nye udstyr kan placeres og opbygges på samme grundkonfiguration som det nuværende. Aftalen er således omfattet af reglerne om udbud med forhandling uden forudgående offentliggørelse, jf. udbudsloven §80 Stk. 3. Ordregiver agter således at indgå aftale om opgradering af angiografi-systemer med Siemens Healthcare A/S, efter 10 kalenderdage regnet fra dagen efter offentliggørelse af nærværende bekendtgørelse.
