DescriptionSUBJECT OF THE PROCUREMENT The Contracting Authority intends to procure advisory services from a single Supplier (one company) to support the planning, competitive tendering, evaluation, award, and mobilisation of Public Service Contracts (PSC) for subsidised passenger rail services. The services will be delivered by a team of experts covering the competence areas defined in the tender. See further details regarding the object of the procurement in the Annex 1. CONTRACT PERIOD Base contract period: 21.8.2026 - 21.8.2027. The contract includes also four options, each of which will be decided on separately. Options: 22.8.2027 – 21.8.2028 22.8.2028 - 21.8.2029 22.8.2029 - 21.8.2030 22.8.2030 - 31.12.2031 ESTIMATED VALUE OF THE CONTRACT The total value of base contract period excluding the option is a maximum of 150,000 € + VAT. The procurement also includes four options of 150,000 € + VAT each to continue the planning or to train the client for independent planning. However, the Contracting Authority does not guarantee a specific total invoicing amount; the workload will be agreed upon separately, and invoicing will be based on approved work plans.

Main features of the procedure1. GENERAL Public procurement legislation applies to the procurement. The tendering process is carried out using the open procedure referred to in Section 32 of the Act on Public Procurement and Concession Contracts (1397/2016) (the Public Procurement Act). 2. CONTRACT NOTICE A contract notice has been published at www.hankintailmoitukset.fi. A contract award notice will also be published after the procurement decision. 3. TENDERING AS A GROUP AND SUBCONTRACTING RELATIONSHIPS The contract will be concluded with the supplier (company) in whose name the tender is submitted. That supplier is responsible for all contractual obligations, including when subcontractors are used. Conditions related to subcontracting are set out in the draft contract attached to the request for tenders. 4. RELIANCE ON THE RESOURCES OF OTHER ENTITIES A tenderer may rely on the resources of other companies for the performance of the contract, regardless of the legal nature of their relationship. The resources of other entities must be genuinely available to the tenderer during contract performance. Traficom reserves the right to request evidence (such as commitments or agreements between companies) that the resources of other entities are available to the tenderer. Such resources may include, for example: experience in delivering the services that are the subject of the procurement from a company belonging to the same group or another company, provided that this entity is named in the tender as a subcontractor for those services professional qualifications of personnel employed by another company, provided that the persons actually participate in the performance of the service resources related to financial situation and financing capacity resources related to technical performance, provided that these resources are actually used in performing the contract. 5. EVALUATION OF TENDERS 5.1 Suitability of tenderers Before evaluating tenders, it will be assessed whether tenderers meet the requirements set for financial and economic standing, technical performance, and professional competence. Suitability is assessed based on the information provided in the tender (ESPD form and other requested information). Tenderers are requested to verify that the information in the system is correct before submitting their tender. Tenderers will be excluded from the procedure if they or a person with representation, decision-making, or supervisory authority has committed any of the offences listed in Article 57(1) of the Procurement Directive or aggravated usury-type labour exploitation under Chapter 47, Section 3a of the Finnish Criminal Code (mandatory exclusion grounds). Tenderers may also be excluded on discretionary exclusion grounds as defined in procurement legislation. 5.2 Compliance of tenders with the request for tenders The offered services must comply with the request for tenders and its appendices. The tenderer must answer all questions and attach all requested clarifications. Tenders that do not comply with the request for tenders will be excluded from the procedure. 5.3 Comparison of tenders The comparison of tenders will be carried out as described under “Award criteria”. 5.4 Procurement decision and notification The procurement decision will be sent electronically to all tenderers. The contract is not concluded by notification of the procurement decision and requires a separate written agreement. The contract may be signed once the procurement decision has become legally binding or a court has permitted implementation of the procurement.
