Die Geräte stellen einen wesentlichen Bestandteil der Einsatzkommunikation dar und müssen von den Bediensteten sicher und fehlerfrei bedient werden können. Häufige Modellwechsel würden erhöhten Schulungsaufwand sowie ein gesteigertes Fehlerpotenzial mit sich bringen und sind daher aus Gründen der Einsatzsicherheit zu vermeiden. Zudem erfolgt im Rahmen des Erstabrufs eine weitgehende Ausstattung des Bedarfs, während in den Folgejahren überwiegend Ersatzbeschaffungen anfallen.
