Description: Pliv (Asigurarea livrării produselor sub limitele prevăzute în caietul de sarcini) – reprezintă punctajul aferent scăderii perioadei de livrare acordate de ofertant, în zile calendaristice și se calculează astfel: a) pentru termenul de livrare ofertat, mai mic sau egal cu 30 de zile, se acordă 30 puncte; b) pentru celelalte termene ofertate intre 31-89 zile, inclusiv, punctajul se calculează proporţional, astfel: Pliv(n) = Tliv minim/ Tliv(n) * 30 Unde: Pliv(n) = punctajul aferent factorului de evaluare ,,Termen de livrare’’; Tliv minim = 30 de zile; Tliv(n) = Termenul de livrare ofertat. Pentru termenul de livrare de 90 de zile se acorda 0 puncte. Pentru termenul de livrare mai mare de 90 de zile, oferta va fi declarata neconforma. Stabilirea ofertei câștigătoare se va face după următorul algoritm de calcul: Punctajul total, P(total), acordat pentru fiecare ofertă se calculează pe baza formulei: P(total) = P(preț)(n) + Pliv (n) + Gtimp (n) Punctajele parțiale se vor rotunji la două zecimale. NOTĂ: 1. Va fi declarată câștigătoare oferta care va obține cel mai mare punctaj total după aplicarea factorilor de evaluare. 2. Produsele ofertate trebuie să îndeplinească specificațiile tehnice minimale și cerințele din cuprinsul caietului de sarcini, altfel oferta va fi declarată neconformă. 3. Evaluarea ofertelor se realizează prin acordarea, pentru fiecare ofertă în parte, a unui punctaj rezultat ca urmare a aplicării algoritmului de calcul stabilit în documentația de atribuire. 4. Clasamentul ofertelor se stabilește prin ordonarea descrescătoare a punctajelor respective, oferta câștigătoare fiind cea de pe primul loc, respectiv cea cu cel mai mare punctaj. 5. În cazul în care 2 sau mai multe oferte sunt clasate pe primul loc, cu punctaje egale, departajarea se va face descrescător, având în vedere punctajul obținut la factorii de evaluare, în ordinea de la pct. 8 (conform art. 139, alin. 3 din HG nr. 395 din 2016, cu modificările și completările ulterioare). În situația în care egalitatea se menține, autoritatea contractantă are dreptul să solicite noi propuneri financiare și oferta câștigătoare va fi desemnată cea cu propunerea financiară cea mai mică.
